Brief Description of Duties

The incumbent serves as the Project Manager of, and is responsible for, the Information Technology (IT) Career Pathway. The Information Technology Career Pathway is part of the Workforce Development and Lifelong Learning (WDLL) Division at the University of the District of Columbia Community College. This pathway prepares District residents for administrative and information technology careers.

The Project Manager reports directly to the Associate Dean in the WDLL and performs the following duties and responsibilities:

Essential Duties and Responsibilities

  1. Serves as lead researcher for analyzing and evaluating IT Career Pathway needs to develop and implement this high demand program in the District of Columbia.
  2. Identifies opportunities, trends, needs, merits, and deficiency situations in the IT Career Pathway. Participates in the formulation and implementation of overall strategy, policies, and objectives for the program in adherence with appropriate rules, policies, regulations, and laws of the University,the DC Government, and the Federal Government.
  3. Establishes and implements a detailed set of program goals, objectives and deliverables for the program in collaboration with senior management and stakeholders which are submitted to the Associate Dean for approval.
  4. Maintains liaisons with appropriate local and federal government agencies, private industry, local businesses, etc., with interests in the IT Career Pathway.
  5. Represents the IT Career Pathway and WDLL to external and internal groups.
  6. Encourages joint activities with other departments within WDLL, the community college, the University and outside agencies with an emphasis on coordinating plans, programs, and activities.
  7. Manages the program in various locations throughout the District of Columbia.
  8. Prepares a monthly status report and the annual report for the program. Prepares other reports as needed.
  9. Manages budget for the program and coordinates requests for funding to cover program costs and submits the requests to the Associate Dean. Meets financial objectives by forecasting requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions.
  10. Assists with the recruitment and employment and employment of highly competent professional staff. Ensures that staff and instructors understand their duties and responsibilities and are enabled to meet the workforce development needs of all students.
  11. Works the Assessment Director to develop appropriate assessment and performance measures. Performs an annual program evaluation.
  12. Provides the dissemination of program results to national, regional, and local professional and lay audiences.
  13. Other duties as assigned.

Minimum Job Requirements

  1. Bachelor's degree required; Master's degree preferred
  2. Ability to communicate using software applications to include Microsoft Word, Microsoft Excel, Microsoft Excel, Microsoft Access, and research engines.
  3. Excellent customer service skills
  4. At least three to five years of management experience
  5. Ability to work effectively during demanding time periods and short term deadlines
  6. Ability to organize ideas and effectively express them orally and in writing using appropriate language

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
