Brief Description of Duties

  1. Schedules and manages grievances in accordance with the applicable process. Coordinates with all parties involved, including management, the grievant, union, general counsel, and outside counsel. Prepares all HR documents related to the grievance.
  2. Drafts, completes, and files separation requests; including responses to unemployment inquiries.
  3. Serves as initial point of advice, problem resolution, and facilitation for employee and management questions. Conducts employer/employee relations and non-discriminatory issue investigations. Compiles and analyzes findings, and writes reports.
  4. Collaborates with department and unit managers in an effort to minimize employee and labor relations issues and concerns with the least amount of escalation.
  5. Stays abreast of best practices and legal precedence in labor and employee relations. Recommends changes to policies, procedures, and regulations accordingly.
  6. Assesses University’s compliance with applicable rules and regulations, and advises managers on interpretation and application. Provides managers with guidance on issues such as leave restrictions, progressive discipline, performance improvement plans, performance management tools, and documentation needed for suspensions and other adverse actions.
  7. Facilitates conflict resolution sessions.
  8. Assists the Director of Employee and Labor Relations with developing and publishing the University’s Employee Handbook, including reviewing current policies and procedures, and proposing updates as needed.
  9. Remains current on all University policies, procedures, regulations, and applicable laws, both Federal and District of Columbia. Keeps management abreast of any changes in the law to ensure the University is fully compliant.
  10. Maintains employee Official Personnel File compliance by ensuring all documents are in order and in accordance with state and federal guidelines. Ensures employee and labor relations documents are received, processed, and filed in a timely manner.

 

Required Qualifications

  1. Bachelor's degree in Human Resources, Business, Labor or Industrial Relations or related field. Master’s degree preferred
  2. Three (3) years of employee and/or labor relations experience, five (5) years preferred.

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
