Under the supervision of the Associate Dean functions as a Project Director for the Hospitality programs under the TAACCCT grant.  This program is part of the Workforce Development and Lifelong Learning (WDLL) division at the University of the District of Columbia Community College.  This is a grant-funded initiative that prepares District residents for careers in the hospitality sector.  The responsibilities of this position include the planning, preparation, instruction, and supervision of the day-to-day operation and management of a multi-million dollar grant. The Project Director reports directly to the Associate Dean in the WDLL:

Brief Description of Duties

  1. Manages, implements, and supervises the hospitality portion of 2.3 million of Department of Labor grant funds for Workforce Development and Lifelong Learning Division programs, skills training, and certification.
  2. Directs the vision and work of the hospitality sector and staff. Will work to build out the department staff and be responsible for supervising and directing team to ensure grant stipulations and department goals are met .
  3. Plans and organizes meetings with stakeholders and sponsors (private and public entities) to discuss grant status, program execution and implementation, goals and objectives, outcomes, expenditures, and future implementation of the grants.
  4. Serves as lead researcher for analyzing and evaluating hospitality sector needs and effectiveness to develop and implement this high demand program in the District of Columbia.  Determines need for policies, procedures and changes and submits recommendations to the Associate Dean for the expansion of the workforce development policies and procedures manual.
  5. Identifies opportunities, trends, needs, merits, and deficiency situations in the hospitality portion of the grant. Participates in the formulation and implementation of overall strategy, policies, and objectives for the program in adherence with appropriate rules, policies, regulations, and laws of the University, the DC Government, and the Federal Government.
  6. Manages, coordinates and monitors the day-to-day implementation of grant including examining expenditures for all aspects of the grant.
  7. Coordinates resources, budgets, spending plans and staffing requirements associated with the grant.
  8. Manages budget for the program and coordinates requests for funding to cover program costs and submits the requests to the Associate Dean. Meets financial objectives by forecasting requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions.
  9. Assists with the recruitment and employment of highly competent professional staff. Ensures that staff and instructors understand their duties and responsibilities and are enabled to meet the workforce development needs of all students.
  10. Manages the program in various locations throughout the District of Columbia.
  11. Establishes and implements a detailed set of program goals, objectives and deliverables for the program, in collaboration with senior management and stakeholders which are submitted to the Associate Dean for approval.
  12. Provide programs/services to all eligible District of Columbia residents as required and/or described by grantor.
  13. Ensures grant performance data is collected in compliance with the Department of Labor requirement and creates customized reports to demonstrate evidence of program results/outcomes.    
  14. Responds to quick-turnaround data calls from Department of Labor for congressional inquiries about grant status and outcomes.  These requests require same-day responses.
  15. Ensures that all financial reporting and performance measurements are submitted in the timeframe required/described by grantor.
  16. Reviews programs’ progress and prepares monthly status reports and quarterly narrative and financial reports in accordance with sponsor/program guidelines.
  17. Provides for the dissemination of program results to national, regional, and local professional and lay audiences.
  18. Works with an outside third party evaluator to develop an evaluation and tracking system to measure program outcomes. Oversees annual program evaluation.
  19. Facilitates and meets with potential employers and sponsors in the hospitality sector for an on-going interactive assessment of how to get people ready for the workforce.
  20. Maintains liaisons with appropriate local and federal government agencies, private industry, local businesses, etc., with interests in the hospitality sector.
  21. Works with consultants and staff to design and development collateral for the hospitality sector and ensures that collateral is  disseminated to the community at large.
  22. Represents the hospitality sector, grant, and WDLL to external and internal groups.
  23. Encourages joint activities with other departments within WDLL, the community college, the University and outside agencies with an emphasis on coordinating plans, programs, and activities.
  24. Develops and enhances support for the University of the District of Columbia by successfully implementing the grant.
  25. Advises the Associate Dean in matters related to the program.

Required Qualifications
 

  • Bachelor's degree in hospitality, business or business-related field required. Master's degree preferred.
  • At least three years of management experience.
  • At least three years of experience in the hospitality sector.
  • At least five years of project or grant management experience.

Condition of Employment:  This is a sponsored program appointment. The duration of this appointment is subject to grant fund availability.
