The incumbent functions as Dean for Academic Affairs for the University of the District of Columbia Community College. The purpose of this position is to lead and manage all components of the academic affairs division. As Dean of Academic Affairs, this administrator is expected to further develop the college as a center for academic excellence. The Dean for Academic Affairs functions under the administrative direction of the Chief Community College Officer.

Brief Description of Duties

  1. Leads and manages the coordination of the Community College academic programs, and supervision of  the assistant dean of academic affairs, division directors, director of academic support services, faculty and professional support staff assigned to the division.
  2. Responsibilities include planning, development, implementation, assessment, evaluation and improvement of credit instructional programs and curricula.  
  3. Oversees all efforts related to academic program development including funding for new instructors and identification of facility space (where needed).
  4. Manages a budget for personnel and non-personnel services and programs, including federal and local grants.
  5. Develops, implements and monitors the budget for all instructional services within the college allocation. Identifies and pursues alternate funding sources where appropriate.
  6. Oversees the academic operations of the Community College.
  7. Oversees the management of the College Readiness Program and its staff.
  8. Assists in the development of partnerships with area industry and the community to create additional or enhanced programs.
  9. Develops and maintains strong internal and external relationships to further university/college goals; to shape future programs, and build strong community alliances.
  10. Contributes to the ongoing creation of systems, structures, and policies for academic affairs, including the restructuring of the academic affairs division where needed.
  11. Oversees specialized accreditation of nursing, allied health and aviation maintenance programs.
  12. Oversees program reviews and assessment of student learning outcomes.
  13. Ensures curricula alignment of current and new programs with UDC baccalaureate programs.
  14. Assists with the accreditation efforts of the University and the Community College for its branch campus status.
  15. Plans faculty orientation, create protocols to promote their retention and develop professional development opportunities each semester and during the summer.
  16. Assesses instructional needs for each term and oversees the recruitment and placement of adjunct and full-time regular faculty. This includes broad recruitment among the metropolitan DC area to develop a pool of qualified faculty members.
  17. Collaborates with the Office of Human Resources in the screening process for prospective faculty and staff; collaborates with Human Resources to ensure an efficient hiring process. Works with Human Resources to ensure continuity and growth of the adjunct pool and qualified applicants for faculty and staff positions.
  18. Develops metrics for community college faculty and adjunct faculty evaluation as needed, and collaborates with academic departments to ensure proper evaluation of said faculty each semester. Ensures full-time regular faculty adhere to the collective bargaining agreement for evaluation and promotion requirements.
  19. Collaborates with the UDC colleges, departments and schools.
  20. Works in a dotted line reporting structure to the UDC Chief Academic Officer.
  21. Works collaboratively with Workforce Development and Lifelong Learning to design stackable certifications and other credential programs leading from workforce to credit-bearing programs.
  22. Works collaboratively with Office of Student Achievement, Campus Police and Judicial Affairs to address student misconduct.
  23. Supervises the formulation of class schedules and serves as an advisor in the development and revision of the college catalog.
OTHER DUTIES:
  1. Conducts special studies and research in relationships to assignments made by the Chief Community College Officer, and in conjunction with research related to the identification of new degree programs and grant funding.
  2. Serves on a variety of UDC and UDC-CC committees in varying capacities and attends seminars, workshops, and conferences to keep abreast of current developments in relevant areas of program responsibility.
  3. Performs other related duties as assigned.

Required Qualifications

  1. Master’s degree required.  Doctoral degree preferred.
  2. At least four years of full time experience as an instructional administrator in a community college environment.
  3. Experience with higher education administration, academic affairs,full-time university/college teaching, professional development, faculty recruitment, evaluation, and retention.
  4. Experience in program curriculum development; grant administration and reporting.
  5. Experience in policy development and systems formation.
  6. At least five years experience in higher education; background in community colleges preferred.

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.
