Brief Description of Duties
Incumbent functions as the Director of Institutional Research, Data management and Assessment in the Office of Planning and Institutional Effectiveness. The Director is responsible for planning, managing, overseeing, and directing the University’s institutional research and providing information for the institutional effectiveness agenda - including oversight and coordination of all institutional research efforts in support of administrative and academic decisions and policies and provides guidance on the design, implementation and presentation of internal and external studies. The Director will also be responsible for the overall collection, analysis and dissemination of information on, but not limited to, student life-cycles, institutional operational metrics, and agency reporting. In this connection, the incumbent performs the following duties:
 
                                                                                                                                               
ESSENTIAL DUTIES & RESPONSIBILITIES:                                                                                          
 

  1. Designs, implements and assesses a comprehensive University-wide institutional research program.
  2. Provides management oversight for all institutional research functions, including data collection and analysis required to assist with the decision-making process for executive and senior management.
  3. Implements University-wide data utilization strategies which foster management collaboration and creativity and lead to information based decision making.
  4. Manages multiple analytic functions including developing and maintaining internal and external data reporting.
  5. Works closely with executive and senior management on University analytical initiatives including accreditation review, strategic development, indirect cost study, cost of education study, enrollment enhancement, etc.
  6. Assists in the management of the University’s resource allocation process to ensure linkage of the University’s resource allocation with its Strategic Plan.
  7. Assists in providing financial data management support to departments across University including budget development, program financial review, special audits, etc.
  8. Coordinates the development, implementation and assessment of University data standards.
  9. Supervises the Institutional Research staff.
  10. Provides information for the vice presidents and deans for major initiatives including program review and learning outcomes assessment.
  11. Assists the Provost, deans, and Vice President for Student Affairs in the assessment of student success through reporting and data analysis.
  12. Oversees the Data Standard committee ensuring data integrity and consistency throughout the university system.
  13. Identifies, collects, organizes, analyzes, interprets, manages and reports data as needed to fulfill routine and/or specific internal and external requests.
  14. Collaborates with the Office of Information Management to provide electronic dashboards and automated reports for executives and academic deans.
  15. Works with senior leadership and campus constituencies to develop metrics to measure institutional effectiveness. Works collaboratively with other units to provide data and analysis as needed to make informed decisions.
  16. Provides support for University enrollment management which includes enrollment projections and modeling, recruitment reports, marketing profiles, historical trends, environmental scans, and retention and graduation rate analysis.
  17. Identifies, collects, organizes, analyzes, interprets, manages and reports data as needed to fulfill routine and/or specific internal and external requests.
OTHER DUTIES:
 
  1. Assists the Office of Information Management in the implementation of major data systems.
  2. Takes the lead and works closely with the Office of Information Management to manage data integrity in the data systems, such as the University’s student management system BANNER.
  3. Develops and assesses a strategic plan for institutional research, data management and assessment.
  4. Develops and monitors annual budgets.
  5. Establishes employee performance measures and conducts annual performance evaluations.
MINIMUM JOB REQUIREMENTS:
 
  1. Bachelors degree (Masters degree preferred) in a related field which involves quantitative research methods.
  2. Five or more years of work experience in post-secondary institutional research or university quantitative and financial research
  3. Knowledge and experience with enterprise systems
  4. Excellent organizational and project management skills
  5. Management/supervisory leadership experience
  6. Substantive knowledge of higher education issues are preferred.
REQUIRED COMPETENCIES:                                                                                                                  
 
  1. Extensive knowledge of higher education related quantitative research and fiscal analysis methods.
  2. Knowledge of and experience with accreditation standards and processes.
  3. Ability to manipulate databases and produce analytical reports.
  4. Knowledge of institutional effectiveness concepts and definitions.
  5. Strong communications skills (written and verbal).
  6. An understanding of the principles and concepts of program planning (strategic and tactical) and evaluation.
  7. Demonstrated ability to gain cooperation and support from faculty and staff when initiating new programs.
  8. Knowledge of the organization, mission and programs under the jurisdiction of the University of the District of Columbia.
  9. Knowledge of the organization and functions of the District of Columbia Government.
  10. Ability to work effectively when confronted with emergencies.
  11.  Ability to provide professional guidance and supervision for subordinates.
  12.  Administrative skills in planning, organization, time management etc.
  13.  Demonstrated ability to coordinate several projects at the same time.

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years.
