Brief Description of Duties
The University of the District of Columbia (“UDC”) Deputy Chief Operating Officer (“Deputy COO”) supports the mission, core values, and Vision 2020, UDC’s long-term strategic plan, by working with the COO and the Office of the COO to ensure the overall direction and efficient administrative operations for the University.  The Office of the COO will provide direct oversight for Auxiliary Services, Enrollment Management, Facilities (Real Estate), Human Resources (Payroll), Information Technology, Public Safety, Institutional Planning and Effectiveness, and Procurement. The Deputy COO will work closely with the Chief Finance Officer (CFO) to strengthen relationships between the District Office of the CFO and the University.
                                   
ESSENTIAL DUTIES & RESPONSIBILITIES:  
 

  • Ensures performance measures for COO units are set, collected and broadcast timely;
  • Assists COO for the overall management of University operations and service functions, including providing strong leadership and oversight of University operations, developing business processes supporting University functions; and developing operational strategies to align resources supporting University functions;
  • Provides guidance to the Office of Planning and Institutional Effectiveness and Office of Institutional Research in the planning, budget development and creation and assessment of institutional effectiveness measures for the University and individual campuses;
  • Partners with the University COO and the CFO to achieve fiscal sustainability through advocacy, transparency, and strategic planning; and
  • Assists the University COO in creating and sustaining an open and collaborative planning process that involves all constituent groups in order to set priorities, allocate limited resources, and address critical infrastructure and facilities’ needs.
  • Assists University COO in directing and preparation of operational performance reporting including comparison to appropriate benchmarks and deploying them in reporting and performance goal setting

  • Performs other duties as assigned.

 

Required Qualifications
 

  • A Master’s degree in business administration or related field.
  • The successful candidate will have a minimum of 7 years of progressive managerial experience.
  • This results-oriented candidate must have experience in establishing an effective organizational culture, demonstrated flexibility and diplomacy, excellent leadership and interpersonal skills, and the ability to make intelligent and effective decisions in complex situations.
  • Strong communications skills with the ability to sensitively engage a wide range of stakeholders and cultures.
  • Analytic and decisive decision maker with the ability to prioritize and communicate to staff key objectives and tactics necessary to achieve organizational goals.
 
REQUIRED COMPETENCIES:                                                                                      
 
  1. Excellent leadership, management, interpersonal, verbal and written communication, financial management and problem-solving skills.
  2. Knowledgeable of the best models and practices available to encourage student success.  This will require regular research in this area, specific training, as necessary, involvement in relevant forums and conferences and regular reading of higher education news sources.
  3. Ability to exercise, initiative and creativity in implementing responsibilities.
  4. Dedication to students, commitment to excellence in creating and providing student support services and ensuring student success.
  5. Commitment to working in a collaborative environment with other team members.

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
