Description

Under the supervision of the Dean for the Workforce Development Division, incumbent functions as Project Director, Community College of the District of Columbia/Workforce Development Division, and the University of the District of Columbia (UDC).  The responsibilities of this position include the planning, preparation, instruction, and supervision of the day-to-day operation and management of multi-million dollar grants. This position reports directly to the Dean.

Brief Description of Duties

 

  • Manages and implements over $14 million of grant funds for Workforce Development and Lifelong Learning Division programs, skills training, and certification.
  • Meets with grantors regarding grant status, program execution and implementation, goals and objectives, outcomes, expenditures, and future implementation of the grants.
  • Coordinates resources, budgets, spending plans and staffing requirements associated with the grants.
  • Oversees and monitors all workforce development student data related activity, including (but not limited to) data collection, data analysis, reporting and monitoring for all workforce development courses and program activities.  Responsible for working with consultants/vendors who provide services that are data related for workforce development.
  • Reviews programs progress and prepares monthly status reports and quarterly narrative and financial reports in accordance with program guidelines.
  • Accountable for managing departmental and functional effectiveness in order to achieve goals and objectives for grants.
  • Responsible for analyzing the effectiveness of grant programs and determines need for policies, procedures and changes and submits recommendations to the Dean for the expansion of the workforce development policies and procedures manual.
  • Responsible for coordinating the design for a Workforce Development employee handbook for staff and professors.
  • Manages, coordinates and monitors the day-to-day implementation of grant programs and projects and works with Project Coordinators to examine expenditures for all federal, local and private grants.
  • Facilitates and meets with potential employers and grantors in all sectors for an on-going interactive assessment of how to get people ready for the workforce.
  • Liaises with appropriate local and federal government agencies, private industry, local businesses, etc., with interests in the workforce development program. Participates in the DC workforce industry council and makes recommendations to the Dean of Workforce Development.
  • Represents workforce development and its programs to external and internal groups as designated by the Dean.
     
  • Works with consultants and staff to design and development collaterals for workforce development programs and activities and ensures that collaterals are disseminated to the community at large.
  • Develops and enhances support for the University of the District of Columbia by successfully implementing these grants.
  • Performs other related duties as assigned.

Required Qualifications
 

  1. Master’s degree required.
  2. At least five (5) years of project or grant management experience
