Brief Description of Duties

The Director of Public Safety/Chief of Police is charged with leading and implementing a comprehensive security program for all of the University environments in compliance with all applicable District and Federal laws, rules, and regulations. The Director/Chief will assume immediate oversight for the leadership and supervision of all sworn and non-sworn personnel assigned to the University’s Department. He/She will demonstrate sound knowledge and practical application of police administration, operations, organization, planning, personnel management, resource management, and labor relations. The Director/Chief is responsible for the University ensuring that the day to day safety functions and initiatives are aligned with the University’s Strategic Plan. Essential skill sets include excellent customer service, advanced managerial performance and experience in providing a full range of public safety and security services in a higher education environment. Performance is measured by results.

ESSENTIAL DUTIES & RESPONSIBILITIES:                                                                              
 

  1. Build strong and collaborative relationships within the department, students, staff/faculty, and surrounding community. In addition, build an outstanding relationship with other university, district, and federal law enforcement agencies.
  2. Directs and maintains law and order; observes, reports, and responds to illegal and unauthorized activity occurring on university owned and controlled premises through District laws, ordinances, enforcement of university policies, procedures and protocols, and the District of Columbia Official Code.
  3. Provides outstanding leadership (through individual standards, team building, and realization of individual potential, performance/fiscal management, and effective department results) which support and sustain the University Systems’ strategic goals.
  4. Advise on, and provide leadership to, the University system on emergency management plans and practices.
  5. Provide command oversight for program(s) for effective law enforcement and security campus wide, including: crime preventive, security technology equipment, investigation of complaints, response to emergencies and enforcement of all District laws and local ordinances.
  6. Comply with federal, state and local emergency response protocols and requirements associated with Clery Act reporting and data collection and other governing regulations.
  7. Plan, implement and enforce all policies and procedures for the department and other related University activities.
  8. Effectively manage the performance and expectations of supervisors and staff assigned to the department.

Required Qualifications
 

  1. A Master’s Degree preferred in a discipline appropriate to the role (equivalent training and experience may be considered for exceptional candidates).
  2. A minimum of seven (7) years of progressively responsible roles in campus safety and /or law enforcement including substantial leadership and management experience in an organized labor environment.
  3. Demonstrated proficiency in applying best practices of campus safety/security in a urban and environment.
  4. Demonstrated knowledge and understanding of the Jeanne Clery and other federal laws with a direct impact on the work of the department.
  5. Must have successfully completed a Federal, State, County, Municipal Police, or Consortium Campus Law Enforcement Academy or comparable police training course that included instruction in police department procedures and methods, and local law and regulations.
  6. Must be able to obtain and maintain Special Police Officer (SPO) status through the District of Columbia and meet the prescribed requirements and qualifications associated with SPO status to include firearms.
  7. Position requires an individual who is flexible due to the nature and organization (24/7 operation) of the work. Must be willing to different shifts, hours, and weekends if required.
  8. Must possess (and maintain) a valid driver's license; must be able (if needed) to obtain a D.C. driving permit in order to drive D.C. Government vehicles.

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
