Brief Description of Duties

Incumbent functions as a Director of Quality and Institutional Effectiveness at the University of the District of Columbia Community College (UDC-CC). The Director of Quality and Institutional Effectiveness oversees the functions of the Office of Institutional Quality. The Director of Quality and Institutional Effectiveness will support continuous improvement in programs and services by facilitating the use of meaningful data in decision-making and planning. This position is responsible for quality assurance and ongoing internal review of institutional compliance with government regulations, accreditation standards, educational best practices, and internal policies and procedures.  The Director for Institutional Quality reports directly to the Chief Executive Officer of UDC-CC.

ESSENTIAL DUTIES & RESPONSIBILITIES:                                                                                          
 

  1. Provides oversight and supervision for institutional planning, research, evaluation strategies, trend analysis for environmental scanning, and accreditation processes.
  2. Supports college efforts to fulfill programmatic and Middle States Commission on Higher Education (MSCHE) accreditation requirements in collaboration with the institutional research and data personnel.
  3. Develops and implements a comprehensive system for evaluating the effectiveness of college programs and services, including surveys, national tests, data reports, secondary data sources, quantitative and qualitative analyses, and research designs in order to make recommendations for institutional improvements.
  4. Coordinates the development, implementation, and assessment of Community College data standards.
  5. Develops measures of institutional effectiveness and efficiency to allow the college to participate in benchmarking activities.
  6. Works with executive and senior leadership teams to support planning efforts to position the college for continuous improvement and growth.
  7. Develops and prepares institutional planning documents arising from strategic and institutional effectiveness planning.
  8. Facilitates use of organizational tools to help departments and units develop strategic plans, improve key processes, assess institutional and divisional/departmental needs, and develop collaborative team environments.
  9. Assists in the management of the Community College’s resource allocation process to ensure linkage of resource allocations with institutional priorities.
  10. Directs the maintenance of institutional records including retention and outcomes support.
  11. Supports the information needs of colleagues, including provision of analytical resources, collection of large and small data sets for further analysis, and a summarization of existing information.
  12. Consistently communicates student success outcomes (admission, enrollment, retention, graduation, and any other relevant outcome measures) required for assessment of programs and services to college community and external stakeholders. Communicate these outcomes to constituencies in ways that are appropriate to their familiarity with the topic and comfort with quantitative information and methods.
  13. Provides professional advice and technical assistance to the executive and senior leadership teams for major initiatives including program review and learning outcomes assessment. Reports areas of concern to develop corrective action plans and to identity training requirements
  14. Recommends business practice changes to improve compliance with regulations and institutional priorities.
  15. Recruits, supervises and trains the Office of Institutional Quality staff.
  16. Maintains confidentiality, ethical and legal standards for data security, and high professional standards.
  17. Coordinates with University officials (IR, IT, Communications, etc) as needed.
OTHER DUTIES:
 
  1. Develops and assesses a strategic plan for institutional research and accountability.
  2. Floating team assignment as needed. Floating teams are groups of individuals with specific skillsets that come together for a specific project/activity/time period. Based on necessity, an individual can be assigned to more than one team simultaneously.
  3. Performs other related duties as assigned.

Required Qualifications
 

  1. Master’s degree from an accredited institution in business, statistics, higher education, or in a related field which included quantitative and qualitative research, statistical analysis, and reporting.
  2. Seven (7) years of work experience in institutional research, assessment, and accreditation activities in higher education or a similar setting.
  3. Minimum of five (5) years of experience of higher education administration at a community college.
  4. Minimum of five (5) years of management/supervisory experience.
  5. Evidence of success in interpreting, explaining, and presenting data simply and effectively, including report production.
  6. Knowledge and experience with enterprise systems preferred.

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
