Brief Description of Duties

Oversees the development, implementation, coordination, and performance of all workforce development program offerings through its career pathways. Key areas of responsibility include program design; oversight, assessment and the coordination and integration of programs with the credit programs; oversight of budgets; and assigned strategic initiatives. Implements strategic objectives and is committed to the continuous improvement of all programs. Internally, the Associate Dean works closely and collaboratively with the Dean of Workforce Development & Lifelong Learning (WDLL), Dean's staff, department chairpersons and administrators and the central administration of the University. Externally, the position works closely with the leadership of funding, regulatory, local government and accrediting bodies. The Associate Dean must be a team player, work effectively and efficiently with diverse internal and external constituencies, perform all duties with a high degree of independence and initiative, communicate effectively, work well under pressure of deadlines and be familiar with the rules, regulations, policies and procedures of the college, the university, and program sponsors.

Essential Duties and Responsibilities

  • Oversees all aspects of industry sector approach for WDLL to include identification of new programs, employer connections, and credentials.
  • Oversees all workforce development programming through its career pathways to include development, implementation, and continuous improvement of internal and external career pathways within identified sectors.
  • Coordinates and assists with the review and development of the curricula and credentialed programs.
  • Determines instructor profiles for each program and oversees recruitment and instructor development.
  • Coordinates preparation, review and submission of class syllabi, faculty workloads, instructor performance, evaluation reports, and other instruction-related items.
  • Convenes instructors, WDLL staff, and students to review programs with the goal of program improvement.
  • Coordinates the preparation and implementation of plans leading to required approvals by certifying bodies.
  • Coordinates with for-credit administration to integrate non-credit, credentialed programs with the credit programs including articulation agreements.
  • Assesses the performance of new program components and recommend changes to enhance recruitment, retention, and credential attainment.
  • Analyzes, reviews, and monitors program implementation and effectiveness and conducts regular program assessments.
  • Manages all program assessments to provide substantive information for project reviews, reports, and continuous improvement.
  • Coordinates funding activities with the Dean and provides day to day initiative and support for networking and fund generating activities.
  • Collects, analyzes, maintains, and reports statistical data on programs for administrative use in decision making.
  • Reports regularly to the Dean on the status of personnel actions, financial matters, and facilities related to career pathways.
  • Works closely with the Dean to foster regional, national and international cooperation and recognition of WDLL.
  • Liaisons with other executive University staff in external community organizations.
  • Chairs or serves as a member of school and university committees related to specific duties.
  • Determines program and staffing needs for career pathways. Determines fiscal and personnel requirements, prepares budgetary recommendations, and monitors the expenditure of budgeted funds.
  • Assumes direct responsibility for the preparation of grants, outreach and fundraising materials in coordination with the Dean.
  • Conducts research on available funding sources and/or donors suitable for providing support for identified priority initiatives within WDLL and its programs and departments.
  • Identifies viable sources of support for current and new projects and programs to meet the changing demands associated with the labor market in in the DC Metro Area.

Minimum Job Requirements

  1. Master’s degree (doctoral degree preferred) appropriate to the programs within UDC.
  2. Six (6) years of progressive operational management experience.
  3. Six (6) years of supervisory experience.

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation. The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia. The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
