The Workforce Development and Lifelong Learning Division (WDLL), is a longstanding program of the University of the District of Columbia Community College.  The incumbent will serve as Dean of the Workforce Development and Lifelong Learning Division and manage the workforce development program, post-secondary career and technical education (CTE), as well as community outreach on behalf of those components. The incumbent, reports directly to the Chief Community College Officer, University of the District of Columbia who identifies assignments.

Brief Description of Duties

  1. Provides leadership and direction for all programs and budgets related to and associated with “workforce development”, including but not limited to, the Workforce Development Division, career and postsecondary career and technical education, continuing education and the Center for Workplace Strategies and Economic Development.
  2. Responsible for determining current and future workforce needs and providing input into the creation of new programs or revision of current technical education curricula to meet those needs.
  3. Expands the workforce development programs.
  4. Expands the community college offerings at all workforce development sites.
  5. Manages the overall operations of the Workforce Development Division and provides oversight for all of the staff in CTE, WDLL and continuing education at the community college level.
  6. Supports the Chief Community College Officer with the administration, management and development of the community college, and especially with issues related to workforce development, career and technical education.
  7. Coordinates all post-secondary, workforce-related matters and coordinates with the Dean for Academic Affairs, Dean of Student Achievement, the Office of Admissions and the Office of the Registrar to ensure congruence among these units and the academic programs at the certificate and Associate of Arts levels.
  8. Supervises the branding and marketing of WDLL.
  9. Coordinates the preparation and implementation of plans leading to accreditation, certification or approval of the Workforce Development Programs and courses.
  10. Manages the process of reviews and development of the workforce curricula and new technical programs.
  11. Oversees all procurement of materials and supplies related to workforce and technical programs.
  12. Manages the unit’s staff and faculty recruitment effort.
  13. Oversees all personnel actions and processes for the Workforce Development Unit.
  14. Manages the preparation, review and submission of class schedules, syllabi, instructor workloads, faculty performance and evaluation reports, etc.
  15. Assists with administrative services of the community college including facilities management, classroom utilization and laboratory utilization.
  16. Oversees the development and preparation of all correspondence communication and outreach materials for the Workforce Development Unit.
  17. Oversees and manages the preparation of reports and compliance documents for various internal and external stakeholders.
  18. Serves as the unit schools liaison with the appropriate university offices and District government units as assigned.
  19. Responsible for WDLL annual program assessment and review.
  20. Oversees and informs the development of the unit’s information technology especially as related to on-line instruction.
  21. Serves as a member of the community college and university committees related to specific duties.
  22. Performs other duties related to the on-going efficient management of the Workforce Development Unit, and as assigned by the Chief Community College Officer.
OTHER DUTIES
  1. Participates in the coordination and development of articulated program career educational pathways from certificate to academic credit programs within the University of the District of Columbia educational system.
  2. Supervision: Designs and executes a staffing plan to meet requirements through selection, training, and supervision of assigned staff.
  3. Works closely with other members of the leadership team to assist in providing support for the full implementation of the University of the District of Columbia Community College Workforce Development Programs.
  4. Creates processes to help students identify, apply for, and receive program certifications.
  5. Performs other related duties as assigned.

Required Qualifications

  1. Master’s degree in higher education or a related field required.
  2. Five years of demonstrated supervisory experience of full time staff.
  3. Experience with organization and educational development.
  4. Experience in policy development and systems formation.
  5. At least five years experience in higher education; workforce development, student assessment and evaluation, and curriculum development.
  6. Experience to effectively work within a community college structure and the ability to develop and/or strengthen innovative business and community partnerships to support initiatives consistent with university/college mission and goals.

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.
