Description

The HR Compliance Officer serves as the EEO Officer and Title IX Coordinator for the University. The Compliance Officer will ensure that employees and students are not discriminated against based on the protected traits under the DC Human Rights Act. The incumbent will implement and monitor Affirmative Action and Equal Employment Opportunity programs to assure compliance with federal and state regulations, policies, and guidelines. The Compliance Officer will also review and respond to ADA requests, monitor and address unscheduled employee absences, suspected leave abuse, FMLA, and fitness for duty needs. The Compliance Officer conducts faculty and staff exit interviews.  The position works under the direction of the Director, Employee and Labor Relations.

Brief Description of Duties

The HR Compliance Officer investigates EEO complaints, which include interviewing witnesses, analyzing evidence, making determinations and making recommendations for resolution, assesses and responds to the needs of the campus community by developing and facilitating training programs in the areas of diversity, sexual harassment, Title IX, and other AA/EEO issues, updates the University's Affirmative Action Plan for Equal Opportunity on annual basis, prepares data for AAP consultant, ensures compliant and efficient data collection processes are in place, effectively responds to formal complaints of discrimination and drive the University’s compliance initiatives, reviews and makes recommendations on recruitment and selection procedures, and reviews all applications, promotions and transfers and maintains records required by law to fully implement nondiscriminatory policies.  The HR Compliance Officer also provides technical assistance, advice coaching and consultation to individuals and groups regarding cross-cultural conflicts and disputes, as well as policies and practices that might have an adverse impact on a particular group(s), designs and creates educational material for employees that enhances awareness and increases skills in the areas of diversity, equity, inclusion and cultural competence, designs, compiles and reports institutional data pursuant to federal regulations in areas of affirmative action and equal opportunity, designs and conduct studies, which benchmark and illustrate outcomes of the university’s efforts to attract, retain and enable members of protected groups to succeed in accomplishing educational and career goals, serves as the university’s ADA compliance administrator, coordinates the university’s activities related to persons with disabilities and requests for accommodation, ensuring the university is in compliance with applicable laws and that required documentation is updated and maintained, manages and directs the University’s diversity initiatives, and provide diversity activities for employees, and provides expertise and support to supervisors and managers regarding absence policies and regulations, including FMLA, return to work documentation, and paid and unpaid leaves of absence.

Required Qualifications
Bachelor's degree in Human Resources, Organizational Development, or other related business field.  JD or Master's degree in a related area preferred.  PHR or SPHR desired.  Five (5) years of experience as an EEO Officer and responsibility for ADA/Diversity programs and compliance, and three (3) years of experience management, all preferably in higher education, or any equivalent combination of training and experience which provides the required combination of knowledge, skills and abilities.

  2. Superior interpersonal, persuasive communications, compelling presentation and effective writing skills.
  3. Must also possess highly developed business acumen.
  4. Demonstrated diversity management experience that includes developing and managing large scale diversity initiatives in complex corporate, academic, or non-profit environments; diversity communications strategies; external diversity relations; employee training; executive development, and presentation to board of directors and senior management.
  5. Demonstrated results in organizational assessment; diversity strategic plan development and implementation; and development of diversity initiative that had a positive impact on a mid to large size organization.
  6. Demonstrated knowledge of FMLA and quantified absence management results
  7. A dedication to continuing education, professional development and formal education or certification in diversity management is preferred.

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and terminate the employment of a current employee based on the results of a background investigation.
