Brief Description of Duties

The Office of Information Technology Information Technology Compliance Specialist is responsible for the development and delivery of a comprehensive information security and privacy program for the University of the District of Columbia. The scope of this program is university-wide, and includes information in electronic, print, and other formats. The purposes of this program include: to assure that information created, acquired or maintained by UDC and its authorized users, is used in accordance with its intended purpose; to protect UDC information and its infrastructure from external or internal threats; and to ensure that UDC complies with statutory and regulatory requirements regarding information access, security and privacy

ESSENTIAL DUTIES & RESPONSIBILITIES:
 

  • Coordinate the development and delivery of an education and training program on information security and privacy matters for employees, other authorized users, and students.
  • Serve as the university compliance officer with respect to UDC, state and federal information security policies and regulations. Work with the campus-designated FERPA, Records Access and HIPAA-Privacy Officers on compliance issues as necessary. Prepare and submit required reports to external agencies.
  • Develop and implement an Incident Reporting and Response System to address UDC security incidents (breaches), respond to alleged policy violations, or complaints from external parties. Serve as the official campus contact point for information security, privacy and copyright infringement incidents, including relationships with law enforcement entities.
  • Develop and implement an ongoing risk assessment program targeting information security and privacy matters; recommend methods for vulnerability detection and remediation, and oversee vulnerability testing.
  • Keep abreast of latest security and privacy legislation, regulations, advisories, alerts and vulnerabilities pertaining to the UDC and its mission.
  • Take part in Campus Recovery Planning.

Required Qualifications
 

  • Bachelor degree required. Advanced degree preferred.
  • Seven (7) years of experience in information security, information technology or related field.
  • Experience in developing and administering and information security program desirable.
  • Working knowledge of and experience in the policy and regulatory environment of information security, especially in higher education is desirable.
  • Excellent project management, written and oral communications skills desired.
  • Ability to work collaboratively with a broad range of essential.
  • Ability to work with diverse groups of people is required

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
