Brief Description of Duties

The work of the Information Technology Specialist is performed under administrative supervision of the Director of Research Academy for Intergraded Learning (RAIL). This position is critical to faculty, staff and students at the University as it serves as the sole administrator for the institution’s Learning Management System (LMS), Blackboard. The position is operates as a resource planner for the application of emerging instructional technologies and associated user support services. The  person in this position  provides  leadership, trainings and management  for  user  support  programs  and  resources including  but  not  limited  to  the  areas  of: software  applications, video  conferencing, learning management  systems.  In addition, the administrator collaborates with staff in drafting training programs, work plans, and instructional technology support for face to face and e-learning.
 
 
ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Day-to-day system administration, maintenance and utilization of the Blackboard Learning Management System by operating computers and peripheral hardware and software as well as other tools and applications deployed by the units such as Microsoft Office and Banner.
  • Archiving user and course data from the Blackboard Learning System in accordance with established policies and guidelines
  • Follows the local requirements for the configuration of Blackboard Learning System software; makes the necessary system setting changes, deploys administrative controls, updates schedule service packs as required to maintain a healthy system.
  • Coordinates the planning, testing and scheduling of new Blackboard Learning releases that include service packs, patches.
  • Trouble shooting complex user support problems and interacts with vendor and other technical staff to plan system upgrades and devise problem resolution.
  • Oversees the installation of all system updates, upgrades, building blocks, and other software integrated with Blackboard and collaborates with Director of Research Academy for Integrated Learning to establish system defaults, policies and procedures, and strategic plans for system use and expansion.

  • Coordinates with Director of Research Academy for Integrated Learning to incorporate new technologies to UDC’s Blackboard System
  • Keeps up to date with knowledge of new technology that is available via Blackboard and how it impacts users
  • Provides oversight of the helpdesk support portal (Parature), tracking statistics and working directly with service representative.
  • Serves as a liaison between Technology and Information Services and end users and vendors.
  • Provides leadership, oversight and coordination with the development of training programs and materials in support of academic instructional technology needs. Directs and coordinate interdepartmental initiatives relevant to end user training initiatives and eLearning support
  • Requires a work schedule including nights, weekends and holidays up; some hours through telecommute
  1. Required Qualifications

  2. Masters Degree from an accredited institution
  3. 2 years of teaching experience at the college level with online teaching experience.
  4. Minimum of 3 years experience with educational administration.
  5. Demonstrated success working in or with a diverse academic environment.
  6. Familiarity with Quality Matters is desired. Candidate should be experienced using Blackboard, Web 2.0 tools, and other relevant applications.
  7. Five years’ experience in higher education in the areas of computing, communications, instructional technology, information systems management and information technology planning.
  8. Four years working within a LMS as a faculty or admin is preferred.

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
