Brief Description of Duties

Provides strategic direction and leadership in the planning, development, management, control, and reporting of the University recruitment and staffing programs. Partners with other human resources leaders to direct the human resources function at the Community College. Promotes the University’s mission, vision, and goals through thoughtful policies, procedures, and collaborative efforts that ensure effective management and administration of human resources programs and services. Ensures human resources programs and services are administered fairly, consistently, equitably, and are within the parameters of applicable laws. Serves as the lead resource on recruitment and staffing-related practices, and proactively researches new, competitive, and cost-effective methods of recruiting and retaining University employees.

Essential Duties and Responsibilities

  1. Oversees all recruitment and staffing programs. Includes ensuring all recruitment and staffing plans are in compliance with District and Federal requirements and support the short and long- term business objectives. Openly communicates findings and directs change when necessary.
  2. Provides information requested for compliance. Includes coordinating all recordkeeping, reporting, information disclosure, and compliance requirements.
  3. Identifies, analyzes, and immediately responds to legal requirements and government reporting regulations affecting Human Resources functions. Keeps staff abreast of any law changes to ensure University is fully compliant.
  4. Directs the design, development, implementation, and administration of recruitment and staffing plans, policies, strategies, and programs for the University. Cultivates their alignment with the University’s strategies, policies, and guidelines.
  5. Supervises staff. Exercises authority over Performance Improvement Plans and reviews, promotions, salary recommendations, and terminations. Coaches, mentors, and develops staff to maximize their potential within the organization.
  6. Proactively researches new methods to create a more progressive, competitive and motivational recruitment and onboarding process in a cost-effective manner. Compiles and reports changes to programs for annual review.
  7. Stays up-to-date on a variety of recruitment-related practices; keeps informed of the development of trends, and notifies University of best practices.
  8. Collaborates with staff from all areas of Human Resources in an effort to identify, analyze, and develop approaches to attract, retain, and motivate employees at the University.
    Partners with other human resources leaders to administer and coordinate employee relations, classification/compensation efforts, and the development and training of employees and management for assigned units at the community college.
  9. Performs other duties as assigned.

Minimum Job Requirements

  1. Bachelor’s Degree in Business, Human Resources, Industrial Relations, Industrial/Organizational Psychology, or related field; and minimum five (5) years of related experience required; preferably in a higher education setting. Master’s preferred.
  2. Minimum of three (3) years of prior supervisory experience required, including experience managing projects. Appropriate substitutions can be made with equivalent combination of education, training, and experience that provides the required combination of knowledge, skills, and abilities.
  3. Strong computer and database management skills required.

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation. The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia. The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
