The Director, Talent Management & Compensation will promote the mission of the University through policies, procedures and collaborative efforts that assure effective management and administration of human resources programs and services. Ensure human resources programs and services are administered fairly, consistently and equitably and within parameters of applicable laws.

Brief Description of Duties

  1. Coordinates and administers a comprehensive Recruitment Plan which includes the following activities: selection & placement, classification & compensation, and benefits for all faculty and staff
  2. Advises, guides and counsels employees and supervisors on all matters pertaining to recruitment and compensation.
  3. Oversees Compensation functions: Ensures that compensation practices are in compliance with all District and federal requirements. Directs corrective actions where appropriate. Identifies, analyzes, and responds to legal requirements and government reporting regulations affecting HR function (i.e. Wage and hour, ADA, OSHA, ERISA, etc.)Monitors UDC’s exposure. Directs preparations of information requested for compliance. Coordinates all recordkeeping, reporting, disclosure and compliance requirement
  4. Directs the design, development, implementation and administration of compensation plans and strategies for UDC. Ensures that all plans and programs adhere to applicable District and federal laws and policies and that they are aligned with institutional strategies, policies and guidelines. Certifies that compensation systems are progressive, competitive and motivational in a cost-effective manner.
  5. As appropriate, designs, develops, recommends and implements new policies and plans with regards to employee compensation and benefits. Researches, recommends and implements changes to programs for annual review. Maintains expertise in compensation; keeps informed of development and trends and recommends appropriate changes in compensation programs
  6. Investigates salary-related issues, and recommends appropriate action. Initiates and directs special projects as needed
  7. Directs all employee benefits programs. Develops and implements plans and strategies for the health and welfare, pension plans and support short and long-range business objectives
  8. Supervises recruitment, compensation and benefits staff. Exercise the usual authority of a Recruitment & Compensation leader concerning performance improvement plans and review, promotions, salary recommendations and terminations. Coaches, develops and inspires staff to maximize their potential.
  9. Collaborates with all areas of HR to identify, analyze and develop approach to attract, retain and motivate employees. Collects and analyzes information regarding other organizations/institution’ benefits programs to ensure a competitive position in the labor market.
  10. Assist CHRO in providing leadership and direction for the HR team to develop and refine Human Resources policies and procedures. Helps direct UDC’s strategies for overall team improvement. Works with all level of management including executive officers. Inform senior management of trends and developments.
  11. Performs other duties as assigned.

Required Qualifications

Bachelor's degree in Industrial relations, Human Resources, Business or related area. Considerable experience in HR Compensation and benefits management, preferably in the public sector. Graduate degree, CCP and Senior Professional Human Resources (SPHR) certification desired.

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
