Brief Description of Duties:

The incumbent is responsible for the oversight and administration of fair and reliable performance management systems for all employee groups and the design, coordination and implementation of professional development and training programs aligned to the organization’s mission and vision.  The incumbent will strategically partner with University offices and departments to build, deliver, maintain and monitor a high performance, results-oriented culture using the performance management and training data to drive change and set strategic priorities for improving the overall workforce performance.
 
Essential Duties and Responsibilities:  

  • Designs, manages, implements and evaluates university-wide performance management programs and systems that drive a performance culture across the organization.  
  • Provides training and professional development programs and opportunities that support talent development and the retention of a high-performing workforce.
  • Implements compliance strategies and monitors system and program implementation to ensure accountability, learning and continuous growth at each organizational level.
  • Creates and facilitates training and development for supervisors and managers, providing consultation and technical support to assist with building capacity and ensuring implementation fidelity of performance management and training programs.
  • Leverages performance management results and collaborates with leadership to develop career progression strategies, opportunities and leadership/management development programs that build and drive the university talent pipeline for key positions.
  • Develops and executes an annual plan for performance management and training aligned to the University’s mission and goals that includes evaluation and recommendations for program and process improvements.
  • Coordinates tracks and evaluates required training programs as required by applicable policies, procedures and District and Federal regulations and/or laws.
  • Assists with data collection, analysis and the development of comprehensive reports to track, monitor and identify workforce performance patterns and trends leveraging the data to assess program effectiveness, build or revise appropriate and meaningful metrics, and translate the information into clearly defined and supportable strategies, policies and training; Leverages data for process improvement.
  • Prepares reports, presentations and other materials for senior staff and executive leadership.
  • Plans, initiates and conducts employee development and program surveys and studies to evaluate the effectiveness of performance management and professional development and training programs.
  • Proposes new training and development initiatives and concepts for consideration by Vice President, Human Resources, designee and other executive leadership.
  • Advises university leadership and employees on all aspects of available performance management, training and development policies, programs, procedures, advantages and opportunities.

 Other Duties:

Performs other related duties as assigned.

Minimum Job Requirements:

  • Bachelor's degree in Human Resources, Education, or related area from an accredited college or university.Graduate degree and Professional Human Resources (PHR) certification preferred.
  • Five years of progressive experience in Human Resources and/or human resources development, preferably in the public sector, with experience implementing performance management, training and professional development programs designed to build and support a high performing workforce.
  • Management/supervisory expertise coupled with demonstrated creative problem solving abilities.
  • Strong and effective communication skills, both oral and written are essential.
  • Ability to work independently and collaboratively in a goal-oriented team environment.
  • Proficient in the use of technology required and previous donor management software experience, preferred.

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
