The University of the District of Columbia Community College (UDCCC) is one of the nation's newest community colleges. We operate as an integral component of the University of the District of Columbia system. Under the direct supervision of the Manager, Recruitment and Operations, provides administrative human resources services to UDC Community College. The incumbent assists in recruitment, referral and employment activities, employee relations and classification/compensation efforts, and the development and training of employees and management for assigned units. Also, assists in developing, recommending, establishing and communicating human resources services, programs and procedures which recognize and respond to the different needs and concerns of assigned units.

Brief Description of Duties

  1. Administers day to day human resources transactions for any HR area assigned in accordance with laws, policies and procedures.
  2. Excellent customer service skills that are timely, accurate and thorough resulting in customer compliance.
  3. Processes requests for Personnel Action (HR Intake Forms) for the community college.Responsible for processing leave category changes; responsible for the timely processing of personnel actions for full-time temporary employees.
  4. Assists in the community college’s recruitment and placement services for assigned areas of responsibility in the filling of positions.Provides limited advice to managing supervisors on matters relating to recruitment and placement activities.
  5. Writes vacancy announcements for clerical jobs and occupations through DS-09/AD-10; establishes the skills, experience and training required for effective work performance.
  6. Works with supervising officials in preparing vacancy announcements.
  7. Interviews applicants for vacancies.
  8. Ranks applicants for clerical positions by analysis of experience, training and quality factors, etc., through the application of qualification standards, and eligibility requirements.
  9. Refers the most suitable candidates to the managing supervisor for consideration, pointing out those attributes that make selected candidates more able to fulfill the needs of the particular vacancy.
  10. Conducts reference and service checks on prospective employees.
  11. Answers inquiries from managers and employees on matters pertaining to specific personnel actions, periodic step-increases, merit increases, and amounts and kinds of services creditable for retirement and leave purposes. Refers inquiries that are beyond the incumbent’s knowledge to the supervisor.
  12. Assists in special projects or programs of a varied and complex nature.
  13. Establishes eligibility dates for within-grade step-increases which includes verifying and determining creditable service after deducting for leave without pay and processes personnel actions in PeopleSoft.
  14. Maintains contact with departments to maintain an open two-way channel of information.
  15. Sets up and maintains employee official personnel files.Orientates new employees, making certain that all necessary forms are completed correctly, answers questions relating to appointments or forms, explains the leave system, the pay periods and notifies all concerned of changes in leave categories.
  16. Answers inquiries and refers walk-in applicants above the clerical level (i.e., DS-08/AD-11) to Human Resources Generalists for consideration.
  17. Types memoranda, letters and various forms required for the operation of the office and makes proper distribution(s).
  18. Assists with background checks.
  1. Assists in problem resolution and facilitation in the areas of employee relations, risk management, performance management, and employee discipline; assists both employees and management regarding employee relations policies, procedures, and documentation; researches, identifies, and analyzes specific employee relations concerns and makes appropriate recommendations to client management.
  2. Initiates routine personnel actions and requests pertaining to existing employees and new hires, in accordance with established policies, procedures, and guidelines.
  3. Assists with in-service and general training to client representatives with regards to general and specific human resources policies, procedures, and documentation.
  4. Assists with development of reward and recognition initiatives; coordinates recognition initiatives in conformance with established university policies and procedures.
  5. Performs miscellaneous job-related duties as assigned.

Required Qualifications

  1. At least high school diploma or equivalent. Associate’s degree preferred.
  2. At least three years of progressively responsible human resources experience; OR, any equivalent combination of experience, education and/or training

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
