Brief Description of Duties

Incumbent functions as Director, Facilities Management, Vice President, Real Estate, the University of the District of Columbia and as such performs the following duties:   
 
Duties
 
 

  1. To insure that the University has satisfied appropriate facilities requirements that corresponds to its stated mission.                                                                            
  2. Provides professional and technical expertise and advice to the Board of Trustees, the President and the Vice President, Real Estate and Facilities Management on all matters pertaining to the development and management of the University’s capital budget.                                                                                                                                         
  3. Provides architectural services to include drawings, specifications, technical direction, modification space planning, telecommunication guidance and other architectural services pertinent to the development, renovation and construction of University facilities.
  4. Incumbent has the responsibility to insure the maintenance of daily operations of all University facilities, and more importantly, to provide all academic and administrative units with conducive physical environments and available facilities.
  5. Manages a diverse group of employees including directors, managers, specialists and support personnel.                     
  6. Serves as the main University liaison with contracting architectural-engineering firms to include the review of design plans and specifications, and negotiation of cost and changes in construction documents.                                                                       
  7. Manages the plant management and campus services division in all aspects of the division’s long and short term and daily operation including: establishing a detailed set of program goals and objectives, maintenance of a continuous analysis and evaluation of on-going needs within designated areas of responsibility; manages budgetary and fiscal operations through periodic analysis and review of specific program and budget objectives to assure that allowable goals are met while establishing policies, procedures and lines of authority within each program area.
  8. Oversees areas of responsibility in the physical plant, campus services and capital program and development include the following:
  • Planning and development of budgets for capital programs, including new capital construction and capital renovations, alternations and repairs,                             
  • Coordinating and monitoring the progress of all on-going University capital projects,                                                                                                                  
  • Researching surveys that are essential to enable senior management to make final determinations about implementation of capital programs throughout the University,                                                                                                                 
  • Gathering and processing all facility conditions assessment data,                                
  • Development and maintenance of all University capital program records, facilities conditions inventories, and the capital program plans, specifications, and project justifications,                                                                                        
  • Interface between the University of the District of Columbia Capital Program Office, the District’s Capital Budget Office, and the Department of Public Works,                                                                                                                   
  • Developing master plans, scopes of work, proposals, impact statements; and coordinating the services of all contractors and architect-engineer consultants for the University,                                                                                                         
  • Coordinating capital projects with all appropriate and relevant governmental instructions and bodies making appropriate presentations and seeking any and all governmental, legislative and community approvals; interfaces with the Department of Public Works on capital projects and University architectural needs,                                                                                                                                
  • Developing the capital budget and financial and construction management,               
  • Developing new and innovative financing methods for capital budget development,                                                                                                       
  • Identifying and developing operating budget projects into capital budget development,                                                                                                              
  • Developing cost savings methods and procedures within the Facilities Management group,                                                                                             
  • Negotiating vendor discounts on major University purchases.                                     
  • Developing the SPAN Facilities Management Computerized Program and integrates program with the CADD program.                                                            
  • Develop workable computerized preventive and planned maintenance program for the physical plant and campus services.                                                                                     
  • Develop accountability programs for use of labor, materials, supplies and equipment with Facilities Management.                                                                             
  • Developing a facilities standardization cost program.                                                   
  • Assisting in the development plans for the acquisition of all University buildings.                                                                                                                        
  • Developing a computerized cost estimation program for forecasting costs on current and future capital projects, and renovation and repair projects.
Monitoring of the University’s capital programs and operations,                                    
 
  • Performs other related duties as assigned.

Required Qualifications
 

  • Bachelor of Science in Business Administration, Public Administration, and ten years of related experience in project management, construction management, and/or fiscal management. (Education may be substituted for experience.
  • Knowledge of the organization, mission and programs under the jurisdiction of the University of the District of Columbia.                                                                        
  • Knowledge of the organization and function of the District of Columbia government, its various agencies, boards and commissions, as appropriate.                             
  • Ability to work effectively when confronted with emergencies.                                        
  • Ability to provide guidance and supervision.                                                                      
  • Administrative skills in planning, organizing and managing a large workforce.                             
  • Knowledge and actual experience in facilities planning, design, management and project management.                                                                                                     
  • Demonstrated ability to work cooperatively and harmoniously with people of diverse interests, temperament, expectations and resolves or mediates problems of conflict.                                                                                                                                   
  • Knowledge of the capital budget process, development of budget formulation-both capital and operating.                                                                                                        
  • Knowledge and actual experience of commercial and institutional real estate development new and renovated construction projects.                                                      
  • Complete understanding of District policies and procedures, Board of Trustees resolutions, and applicable Federal and District Government laws and regulations pertaining to capital programs and budgets.                                                                                
  • Ability to motivate, persuade and negotiate with others diplomatically.                            
  • Knowledge of computer systems analysis and concepts, budgeting and planning.            
  • Ability to exercise judgment and creativity in assigning responsibilities.                           
  • Ability to read blueprints, plans and working drawings.

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.
