Brief Description of Duties

Incumbent serves as the Director of Capabilities and Process Management in the Office of Planning and Institutional Effectiveness. The Director is responsible for meeting current operational requirements, with the sustainable use of current capabilities, and the development of future capabilities, to meet the strategic and operational objectives of the University. The capability manager is responsible for assisting the organization in better understanding, and effectively integrating, re-aligning and applying the total enterprise ability or capacity to achieve these objectives through the analysis of processes and operational efficiencies.
The Director is also responsible for developing and providing innovative solutions that focus on the holistic management of the array of interlinking functions and activities in the enterprise's strategic and operational frameworks.
                                   
ESSENTIAL DUTIES & RESPONSIBILITIES:                                                                              

  1. Identifies and manages resources needed for the planning, development and delivery of specified information and communications systems services (including data, voice, text, audio and images). Influences senior level customers and project teams through change management initiatives, ensuring that the infrastructure is managed to provide agreed levels of service and data integrity. Monitors performance and takes corrective action where necessary. 
     
  2. Gathers information from the customer to understand their needs (demand management) and detailed requirements. Facilitates open communication and discussion between stakeholders, using feedback to assess and promote understanding of need for future changes in services, products and systems. Gathers consensus on changes to be made and directs the planning and implementation of the change. Maintains contact with the customer and stakeholders throughout to ensure satisfaction. Captures and disseminates technical and business information. 
     
  3. Promotes and ensures use of appropriate techniques, methodologies and tools. 
     
  4. Gathers and investigates information from a variety of sources, and explores new ideas and different viewpoints. Probes information and identifies any critical gaps. Maintains an awareness of the organization, monitors the context in which the organization operates and finds out about best practice approaches.
     
  5. Reviews project performance and focuses on identifying opportunities for continuous improvement. Identifies key talent to support performance. Remains flexible and responsive to changes in requirements. Remains flexible and responsive to changes in requirements.

REQUIRED QUALIFICATIONS:
  1. Degree level qualifications in areas such as business or information technology are highly regarded a capability manager must have highly developed communication skills and strong negotiation skills.
  2. Master’s degree from an accredited institution in public or business administration, quantitative methods or related fields.
  3. Seven (7) years of work experience in the higher education, public or private sector.
  4. Minimum of four (4) years of experience of higher education administration.
  5. Progressive administrative and management experience, as well as strong communications and interpersonal skills; must have a demonstrated record of teaching, scholarship and service.
  6. Demonstrated ability to interpret institutional data; and possess an ability to collaborate and work with academic disciplines, diverse populations, administrative areas and the College culture.

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
