Description
The University of the District of Columbia Community College (UDCCC) is one of the nation's newest community colleges. We received branch campus status as an integral component of the University of the District of Columbia system in Summer 2012. We are in the formative stages of planning/creating a 21st century urban comprehensive community college as part of a re-envisioned, robust public system of higher education in the nation's capital. The Deputy CEO will report to the CEO and serve as the second in charge of the College. The three major divisions, Academic Affairs, Student Achievement and Workforce Development and Lifelong Learning will report to the Deputy CEO. The successful candidate will be a strategic and innovative results-oriented leader, have extensive experience in community college administration and be supportive of building a campus culture grounded in genuine collaboration, inclusiveness, transparency, accountability and team-oriented leadership.

Brief Description of Duties
 
Incumbent functions as Deputy CEO for the University of the District of Columbia Community College (UDC-CC). The Deputy CEO functions under the administrative direction of the Chief Executive Officer (CEO) of the Community College. The Deputy CEO provides academic leadership and management for the educational services of the college. The Deputy CEO promotes educational technologies and innovative pedagogy in all academic areas and provides leadership for college-wide functions including assessment of student learning, accreditation, and the development of curriculum. Additionally, the Deputy CEO works collaboratively with internal and external constituencies and advances a culture of inclusiveness and integration.

The Deputy CEO is responsible for all educational services including policy, budgeting and planning, learning, curriculum, student services, staff and faculty development and personnel administration. The Deputy CEO, in concert with the CEO and senior leadership, practices energetic and inclusive leadership. The Deputy CEO acts to advance the college’s mission and strategic goals and to ensure student engagement in learning.

ESSENTIAL DUTIES & RESPONSIBILITIES:

Organizational Leadership
 
  1. Advises CEO in matters concerning the state of the financial, administrative, and operational affairs of the division. Makes recommendations on matters concerning policies and procedures in alignment with institutional objectives.
  2. Collaborates with colleagues in identifying and allocating resources for programs and initiatives in order to strengthen student outcomes based on comprehensive strategic planning, institutional research, and data-informed decision making.
  3. Develops an integrated, division-wide budget plan that reflects the priorities of the college strategic plan. In collaboration with the Chief Financial Officer and other financial staff, utilizes appropriate accounting, budgeting, and statistical tools and reports to project future division needs.
  4. Sponsors integrated efforts for grant submissions and awards that are inclusive and comprehensive.
  5. Provides oversight of varying division operations, periodically reviewing procedures and making recommendations to the CEO and senior leadership on actions that will increase effectiveness and efficiency.
  6. Supports the CEO in leading an effective Executive Leadership Team, assuring the team’s compliance with the CEO’s agenda.
  7. Works in conjunction with the Deans of each primary division to meet operational requirements with regard to staffing, scheduling, budgeting, facilities management, and technology.
  8. Sponsors collaborative activities with AVP of Institutional Quality to implement institutional effective, accreditation activities, program review, and assessment.
  9. Acts as Officer of the Day in the CEO’s absence.
Learning and Curriculum
 
  1. Responsible for integrating all facets of teaching and learning to increase student outcomes, to include retention and graduation rates.
  2. Makes recommendations to the CEO for new courses/programs of instruction, deletion of courses/programs, and major course/program revision.
  3. Oversees program reviews and ensures provision of student learning outcomes and core competencies.
  4. Encourages and supports the use of technology in the curriculum. Works with college leaders in coordination of design, purchase, upgrade, and revision of technology equipment and software.
  5. Oversees development and implementation of master schedule.
  6. Works on alignment activities with University departments, schools, and Provost’s Office.
Personnel Administration
 
  1. Individually responsible for the Deans in charge of Academic Affairs, Student Achievement, and Workforce Development and Lifelong Learning.
  2. Oversees the management of the College Readiness program and its staff.
  3. Interacts with constituencies to develop a culture of openness and transparency when engaging in communication and problem-solving.
  4. Oversees the hiring and approval process for all full-time and part-time faculty, as well as direct reports.
  5. Promotes, facilitates, and supports professional development among faculty and staff.
  6. Provides supervision and evaluation of direct reports.
  7. Provides final approval for full-time faculty evaluations and promotions.
  8. Provides management input to negotiations and other union-related matters.
OTHER DUTIES:
 
  1. Conducts special studies and research in relationships to assignments made by the CEO, and in conjunction with research related to the identification of new degree programs and grant funding.
  2. Serves on an assortment of committees in varying capacities. Attends seminars, workshops, and conferences to keep abreast of current developments in relevant areas of program responsibility.
  3. Floating team assignment as needed. Floating teams are groups of individuals with specific skillsets that come together for a specific project/activity/time period. Based on necessity, an individual can be assigned to more than one team simultaneously.
  4. Performs other related duties as assigned.
Required Qualifications
 
  1. Earned Doctorate degree from a regionally accredited institution required. Demonstrated coursework towards a terminal degree plus a broad range of experience on a professional level in higher education may be considered in lieu of a Doctorate.
  2. Seven (7) or more years of experience in higher education, preferably at a community college.
  3. Minimum seven (7) years of progressively responsible academic or institutional leadership/management experience leading to a current position as a dean, vice president, or president.
  4. Minimum of five (5) years of supervisory experience.
  5. Prior experience with higher education administration, academic affairs, full-time university/college teaching, professional development, faculty recruitment, evaluation, and retention.
  6. Demonstrated leadership exemplified by the successful implementation of student success initiatives deriving from campus innovations and national initiatives, such as Achieving the Dream, Complete College America, and Jobs for the Future.
  7. Record of leading institutional programs designed to increase student enrollment, retention, and success.
  8. Experience developing, implementing, and managing budgets at the institutional level.
  9. Experience working with higher education accreditation bodies.
  10. Experience in policy development and systems formation.
  11. Experience with non-credit programs, such as workforce development and continuing education.
  12. Experience in a multi-campus district and/or with campuses located in urban communities preferred.

Residency Preference:  The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.
