Brief Description of Duties
This position is located in the Office of Contracting and Procurement Capital Procurement/Facilities Management Division. Capital Procurement handles the contracting for procurement of vertical construction services along with Facilities Management for the University. Incumbent functions as an Executive Assistant in the Capital Procurement Division for Facilities Operations Management, under the Manager for Capital Procurement for the University of the District of Columbia.
 
ESSENTIAL DUTIES & RESPONSIBILITIES:
 
This position is responsible for the administration of all procurement contracts for the University of the District of Columbia, complex and specialized procurement and contract administration work throughout the cradle to grave bid process which includes ensuring that successful implementation of contracts from pre-bid and post award activities to contract closeout, contract administration, proposal preparation. Processing of bid packages and RFI's, pre-bid meetings and bid openings, proofread and/or review various procurement and construction related documents, administrative support including typing and filing, coordinating calendars, scheduling meetings and attending to meeting details, responding to reproduction requests and maintaining files. Assist with special construction projects, Microsoft Office specifically Excel, Word and Outlook ability, interpersonal and communication skills including being able to recognize and correct grammar and spelling errors. Interact professionally with all levels of staff, customers with discretion and good judgment, multi-task for several projects, understanding construction documents (specifications, RFIs, and change orders) and understanding basic construction terminology and processes and help developed solicitation, awards and contract administration documentation.

Minimum Job Requirements

  1. High School Diploma required some college preferred in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  2. Two (2) years of Capital Construction/Facilities Operational Experience required.
  3. Knowledge of evaluating a contractor’s proposal preferred.
  4. Knowledge of various types of contracting processes and procedures preferred.
  5. Knowledge of the 27 DCMR contracting procedures and procurement methods preferred.

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
