Brief Description of Duties

Promote the mission of the University through policies, procedures and collaborative efforts that assure effective management and administration of human resources programs and services. Ensure human resources programs and services are administered fairly, consistently and equitably within the parameters of applicable laws.

 

Essential Duties and Responsibilities

  1. Serves as the University’s lead faculty and staff employee relations counselor.

  2. Plans, implements and supervises the employee relations program at the University.
    Advises supervisors and employees on employee relations policies and procedures.

  3. Tracks complaints and grievances to ensure compliance with applicable procedural requirements.

  4. Manages the grievance hearing process and represents the University as requested.

  5. Collaborates with the Office of the General Counsel in reviewing District/Federal policies, recommends changes to policies and drafts the University’s Employee Handbook.

  6. Administers the performance management program of the University.

  7. Works with managers and employees to resolve disputes.

  8. Responsible for establishing high standards for customer service in the department.

  9. Ensures the University is in compliance with Federal and State laws and statutes.

  10. Collaborates with all areas of HR to identify, evaluate and develop methods to attract, retain and motivate employees.

  11. Collects and analyzes other organizations/institutions employee relations programs for comparative analysis.
  12. Provides guidance to the Compliance Manager ensuring the University is compliant with FMLA, ADA and reasonable accommodation, EEO matters and Workers’ Compensation.

  13. Assists the Vice President of Human Resources in providing leadership and direction for the HR team to develop and refine Human Resources policies and procedures. Helps direct UDC’s strategies for overall team improvement. Informs all levels of management including executive officers of trends and developments.

     

Minimum Job Requirements
 

1. Bachelor's degree in Industrial Relations, Human Resources, Business or     related  area.
2. Considerable experience in labor and employee relations,     preferably in the      public sector.
3. Senior Professional Human Resources (SPHR) certification desired.
4. Law degree preferred.

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
