Brief Description of Duties

The Financial Aid Compliance Officer is responsible for professional level activities in analyzing and interpreting federal financial aid regulations regarding all Title IV programs as well as coordinate training and development activities for the Financial Aid Office pertaining to student financial aid regulations.  The incumbent will validate compliance in all areas of the Title IV Program and for all programs on a regular and random basis.  This position reports to the Associate and Director of Financial Aid and assists with administering financial aid programs in accordance with all federal, state, and institutional regulations and policies.
 
DUTIES AND RESPONSIBILITIES:
 

  • Identify regulatory changes, their impact on the workflow for student awarding and documents them. Update/maintain policy & procedure manual and workflow procedures to maintain compliance with federal and state financial aid requirements.
  • Develop, implement, and maintain an effective compliance program to detect, prevent, and resolve issues that fail to meet federal and state financial aid regulations.
  • Monitor federal and state financial aid regulatory environments and communicate proposed changes to the Director & Associate Director of Financial Aid (IFAP, NASFAA News, FSA Manual, Blue Book, ISIR/SAR Comment Codes, CDR Guide, etc.).
  • Work with FA Staff and management to ensure that student information system (Banner) is set up to properly to administer financial aid according to regulatory requirements. Identify and analyze systematic problems, proposes solutions, and provides training to address issues.
  • Ensure that communication, in all forms and modalities, with students and the campus community meets federal regulations.
  • Develop procedures and internal controls to ensure that financial aid is properly awarded to the appropriate students.
  • Ensure timely and accurate transmittal of data to the Department of Education including but not limited to: disbursing aid to student accounts, clearing rejects and errors, and originating loans.
  • Coordinate and complete annual internal and required external financial aid audits.
  • Seek opportunities to gain knowledge and implement more effective and efficient processes.
  • Maintains master calendar of all federal, state and agency reporting dates and ensures compliance.
  • Manages NCAA financial aid compliance requirements.
  • Coordinates activities and teamwork between Financial Aid, Finance, Student Account’s, Registrar, and Admission to ensure compliance with Federal and State regulations.
  • Performs other duties as assigned that support the purpose and initiatives the Enrollment Management Unit and the University.

Required Qualifications
 

  • Bachelor's degree required.
  • Five (5) years recent experience in a Student Financial Aid office requiring knowledge of Banner.
  • Must have ability to work in a fast paced environment and have excellent oral and written communication skills and proficient with Excel, Word, NSLDS, COD and CPS.
  • Candidate must not be in default on Title IV student loans.

Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
