Brief Description of Duties

Incumbent functions as a Senior Contract Specialist in the Capital Procurement Division and Operational Facilities, under the Manager for Capital Procurement for the University of the District of Columbia and as such performs the following duties:
 
ESSENTIAL DUTIES & RESPONSIBILITIES:
 
Brief Description of Duties: This position is located in the Office of Contracting and Procurement Capital Procurement/Facilities Management Division. Capital Procurement handles the contracting for procurement of vertical construction services along with Facilities Management for the University.

This position is responsible for acquiring, coordinating, and recommending the submission and execution of Capital Construction contractual actions; managing the Request for Proposal (RFP) process for capital construction projects; Performs detailed analysis of all elements of cost in contractor proposals, makes competitive range determinations. Conducts pre-bid/proposal  conferences with prospective contractors to arrive at a clear understanding of what is required under the proposed contract ensuring that University is in compliance with all applicable District laws and regulations and Title 8 D.C.M.R. Coordinates contractor work schedules and processes, monitors progress  performance, and develops solutions to issues that arise as needed. Moreover, will develop monitoring strategies and conduct targeted research to ensure ongoing compliance with revised and/or new regulations. The incumbent will assist Project Managers in tracking and approving expenses to ensure efficient usage of budgeted funds. 
 

Required Qualifications
 

  1. BA/BS Degree
  2. One year (1) year Construction and A/E Experience required.
  3. Knowledge of cost/price analysis techniques such as cost estimating sufficient to evaluate a contractor’s proposal and prepare a pre-negotiation.
  4. Know of all the various types of contracting instruments and processes, including but not limited to source selection, multiple-award acquisition processes and procedures.
  5. Demonstrated ability to present ideas effectively, both orally and in writing.
  6. Knowledge of the 27 DCMR contracting procedures and procurement methods.

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
