Brief Description of Duties
The Title III Director is primarily responsible for monitoring and approving all budget requests from Program Directors, internal and external program reviews, and for the annual submission of the continuing application to the United States Department of Education (DOE). Further, the Title III Director is responsible for the maintenance of an accurate and timely reporting system between the University and DOE, as it relates to program evaluations, reports, budget revisions, etc.
The Title III Director reports directly to the Deputy Chief Operating Officer, under the general leadership of the Chief Operating Officer. However, the Title III Director is ultimately responsible to the University President for compliance to Title III regulations.
Essential Duties and Responsibilities
- Work collaboratively with institutional project directors to a.) oversee the development and submission of a UDC comprehensive, written development plan that correlates with the University’s Strategic Plan, b.) coordinates with sponsored research grants, and c.) evolves into the 5-year Title III proposal.
- Manage Title III budget while demonstrating, and maintaining, accurate and current knowledge of US Department of Education rules and regulations regarding Title III and UDC internal budget procedures.
- Monitor monthly grant expenditures to assure that grant activities stay on target.
- Review and approve all Title III invoices for funding to assure that they are within the grant activities and completed properly. Work with project directors and others to facilitate the generation of accurate invoices and the movement of them through the UDC financial system.
- Interact collegially with UDC staff to revise budgets for each year of the grant period and other technical reports required by the funding agency.
- Prepare and submit necessary budget revisions to the funding agency.
- Work with UDC Project Directors to develop an evaluation plan and ensure that program reports demonstrate that project activities have been measured (employing multiple tools, if possible) to determine degree of success of each project activity.
- Gather and monitor data from comparable institutions to serve as benchmarks and guides by which UDC’s program can be evaluated. This could include visits to other institutions and agencies to refine Title III grant activities and future proposals.
- Maintain positive internal and external relationships with all areas that are necessary to the proper, and expedient, use of grant funds for approved projects. This includes the DOE, Office of the Chief Operating Officer, Academic Affairs, University Advancement, and Office of the Chief Financial Officer, etc.
- Provides recommendations on most effective & efficient ways to leverage Title III funds to ensure the highest & best practices towards building institutional capacity as desired by the Dept of Education.
- Assist in the recruitment of key personnel including staff and consultants to improve grant activities.
- Maintain maximum program cost effectiveness.
- Develop Title III handbook, disseminate it to program coordinators and other appropriate UDC staff, and work with all parties to ensure that the Title III regulations and policies are followed accurately.
- Maintain an inventory of all equipment and major items purchased with Title III funds.
- Write grant proposals, periodic progress reports, and furnish feedback to program coordinators on successful and less successful outcomes, as required by Title III.
- Assist in the development and review of capability statements for the university and for academic units.
- Assist with the developing, monitoring and updating of the strategic plan for Title III.
- Maintains internal controls to ensure compliance with all applicable Federal and District of Columbia laws and regulating grant expenditures.
- Performs other duties as assigned.
Minimum Job Requirements
- A Master’s degree in business administration, public policy, or related field.
- Minimum of five (5) years of successful directing of a Title III grant or a comparable large, federal grant.
- Minimum three (3) years leading, managing and developing staff.
