Brief Description of Duties


Reporting to the Associate Vice President and Dean of Students, the Director provides vision, leadership, and strategic direction for Accessibility Resource Center (ARC) programs and services and establishes institutional-wide standards that promote holistic approaches toward accessibility and inclusion for students with disabilities.  The director will oversee all aspects of the ARC, including management of day-to-day operations, supervision of rehabilitation counselors and other professional staff, policy development, comprehensive strategic planning, fiscal management, program design and development, and multifaceted evaluation and assessment, as well as direct service to students.  The Director is an integral member of the Student Development Leadership Team and works in collaboration with a network of key internal and external stakeholders to ensure that the service delivery model will meet the needs of students with disabilities, resulting in outcomes to expand reach, increase their engagement, and enhance student satisfaction and success.


Essential Duties and Responsibilities

  • Provides strategic leadership and operational oversight for the development and delivery of comprehensive Accessibility Resource Center (ARC) services and programs on all University campuses, to ensure that students with disabilities have a university experience that is positive and supports their success.  Oversees ARC operations including but not limited to directing service and program implementation, supervision of personnel, fiscal management, quality improvement, strategic planning, policy development, and ongoing assessment. 
  • Develops, updates, streamlines, clarifies, documents, and evaluates ARC protocols and policies to ensure optimal functioning and the utilization of best practices.  Implements adjustments when needed to improve service delivery, increase the accessibility of the learning environment and ensure the university’s compliance with applicable law.
  • Responsible for direct services and supervision of cases involving evaluation and intervention of complex, problematic, and sensitive cases.  Provides consultation and guidance on disability accommodation-related issues to ARC staff and University units and departments.  Prepares for and manages the anticipated growth in the numbers of University students requiring disability-related services of increasing complexity.
  • Provides leadership, supervision, and support to the ARC staff.   Creates opportunities for staff learning and growth and ensures that department operations are organized to deliver high-quality and timely services.
  • Develops and ensures compliance with a comprehensive assessment plan which is aligned with institutional, Division, Cluster, and departmental goals.  Establishes benchmarks and assessment metrics and evaluates programs and services to ensure achievement of core objectives, demonstrate positive impact on student retention, align with and support existing university programs and services and meet strategic goals.  Assessment cycle includes regular evaluation of services and programs; strategic use of evaluation results to make decisions, provide recommendations, and further improve programs and services.
  • Develops departmental budget that reflects the anticipated demand for services, monitors expenditures including expenses related to assistive technology purchases, and contracted services, and demonstrates sound fiscal stewardship.
  • Identifies systemic barriers to robust programmatic and physical access of students on campus that can be removed through policy and/or structural changes including cross-departmental communications, resource sharing, and streamlining processes to support accessibility.  Collaborates with various University offices and community organizations to promote the inclusion of students with disabilities in all aspects of the student experience.
  • Serves as a member of the campus Behavioral Intervention Team (BIT) and promotes collaborative relationships with students, faculty, staff, and external stakeholders.
  • Leads campus-wide communication of accessibility policies, practices, and protocols.   Shares information and provides training for faculty and staff regarding best practices in fostering accessibility and an inclusive learning environment.  Ensures ARC participation in student orientations and programs to ensure students with disabilities are aware of services and resources and to aid them in their initial transition and adjustment to university life.
  • Keeps abreast of national, state, and local disability-related issues and monitors legal developments, agency guidance, emerging issues, trends, and promising practices to enhance student accessibility. 
  • Performs other related duties as assigned.

Minimum Job Requirements

  • Master’s degree in Rehabilitation Counseling, Counseling, Vocational Education,
  • Vocational Rehabilitation, or related field.
  • Current license (or eligible for licensure) in the District of Columbia as a Rehabilitation Counselor and/or Licensed Professional Counselor.
  • A minimum of five years of professional experience working in fields related to the provision of disability accommodation services including but not limited to ADA access coordination, provision of accessibility services, managing disability resource centers, or disability advocacy.

Visa Sponsorship: At this time, the University of the District of Columbia does not provide sponsorship for visas (e.g. H-1B). This position is also ineligible for Optional Practical Training (OPT).

Residency Preference: A person applying for a position who is a bona fide District resident at the time of application for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency on or before the effective date of the appointment and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.
