Brief Description of Duties
 

Reporting to the Vice President for Research, the Program Manager in the Office of University Research (OUR), within the Office of the Chief Academic Officer, provides expertise in program development and community outreach. Responsibilities include, but not limited to grantsmanship, budget oversight, and administration, and partnership development to support a range of OUR extramural functions and UDC strategic OUR initiatives. The position markets program outcomes and stories, ensures compliance with internal and external institutional policies, rules, and regulations. Works under limited supervision and direction, and in close consultation with the Vice President for Research.


Essential Duties and Responsibilities
 

  • Develops plans and proposal submissions to Federal and non-federal sponsors and funding agencies with varying policies, restrictions, and deliverables as related to STEM outreach and workforce pipeline development, starting in the K-12 space.
  • Establishes and manages a network of schools in the District of Columbia, Maryland, and Virginia (DMV’) to expose students to employment and educational opportunities in STEM, including the Skilled Technical Workforce. Established optimal working relationships with K-12 teachers and administrators for effective outreach activities tailored to their specific environment.
  • Serves as the OUR liaison with UDC’s schools and entities in the coordination of all UDC K-12 STEM outreach activities.
  • Works in conjunction with the Office of Sponsored Programs (within OUR) staff as well as Finance and other stakeholders to prepare pre-award budgets and documentation required by sponsors.
  • Establishes contract post-award accounts and other UDC processes. Collects and analyzes quantitative and qualitative data.
  • Monitors project performance, including budgets, staff time and effort reporting, and deliverables (e.g. reports, STEM Expos, etc.)  as required.
  • Ensures internal and extramural are compliant with internal and external institutional policies, rules, and regulations.
  • Supports the Vice President for Research in addressing strategic priorities focused on the development of external collaborations and partnership agreements as it relates to K-12 STEM outreach.
  • Coordinates the effective delivery of information to on- and off-campus stakeholders and other audiences in forms of verbal, written, and electronic (technology-based) communications modalities, including social media platforms when relevant.
  • Prepares and presents a monthly report of programmatic activities to VP for Research.
  • Assists PI in preparation for site visits from sponsoring agencies (e.g., Air Force Office of Scientific Research) and/or auditors.
  • Prepares and submits reports as required for quarterly and annual reporting requirements to funding agencies.
  • Maintains current and accurate data on program outcomes, e.g., number of participants/events; demographic information (where permitted), and other metrics of progress.
  • On a routine basis, markets program outcomes and stories of interest to UDC’s Marketing and Communications unit and other media outlets.
  • Present program information and updates to both internal (UDC faculty, staff, Board of Trustees) and external (Department of Defense, local school boards, industry, etc.) audiences.
  • Performs other related duties as assigned.


Minimum Job Requirements
 

  • Bachelor's degree in related field of study.
  • Five (5) years of experience that includes grants management or STEM experience in an academic environment program management, and timeline development, and program execution, or a combination of professional experience related to the standard duties as outlined and any equivalent combination of education, training and/or experience as approved by Human Resources Department.
  • Experience analyzing and interpreting qualitative and quantitative data.
  • Experience searching for and successfully identifying applicable federal and local government opportunities for STEM outreach and K-12 workforce development.
  • Experience executing programs in accord with Federal and local budgetary and administrative guidelines.

Condition of Employment: 
This is a sponsored program appointment. The duration of this appointment is subject to grant fund availability.

Collective Bargaining Unit (Non-Union): This position is not in the collective bargaining unit.
