Brief Description of Duties

Reporting to the Vice President of Human Resources. the Director of Employee and Labor Relations, serves as a key organizational leader responsible for providing guidance using specialized employee labor relations expertise.  Responsible for ensuring human resources programs and services are administered fairly, consistently, equitably, and within parameters of applicable laws.  The Incumbent provides professional employee and labor relations advice and directs and performs a variety of duties related to contract administration, grievances, and arbitration and employee relations concerns in support of a high-performance workforce. The Director will provide definitive direction, interpretative guidance, and client support to for the administration on collective bargaining agreements, policies and procedures development and compliance, and adherence to local, state, District, and federal laws governing employment practices. Apply experience to work the Vice President of Human Resources to implement a university-wide talent management strategy inclusive of onboarding, succession planning, performance management, recognition program, professional development & workshops and recruitment & retention strategies. Will serve in the capacity of HR partnerships to be on external and internal committees, councils and task forces.  

Essential Duties and Responsibilities

  • Administers and interprets labor/union contracts for compliance with requirements and provides ongoing guidance to managers and employees on meeting responsibilities as defined by the collective bargaining agreements (CBA).
  • Plans, implements, and supervises the employee and labor relations program providing advice, support, and makes recommendations to develop and refine employment programs, policies, and procedures that guide the University’s workforce.
  • Collaborates with the Office of the General Counsel to support employment litigation, FOIA requests, case research, and contract negotiations, etc.
  • Ensures compliance with District/Federal/State laws, regulations, and statues and makes implementation recommendations. 
  • Manages the disciplinary process and tracks complaints and grievances to ensure compliance with applicable procedural requirements; Works with managers and employees to resolve disputes; Conducts investigations
  • Supports the University’s organizational development programs to include performance management; Helps to direct UDC’s strategies for overall team improvement.
  • Responsible for establishing high standards for customer service in the department.
  • Collaborates with all areas of Human Resources to identify, evaluate, and develop methods to attract, retain, and motivate employees.
  • Collects and analyzes data; Prepares reports, presentations, and correspondence as required; Benchmarks other organizations/institutions' employee and labor relations programs for comparative analysis.   
  • Keeps current with applicable laws and regulations and informs all levels of leadership of employment and labor patterns, trends, and developments.  Ensures that legal and regulatory requirements are met in terms of employee relations to minimize exposure to liability for the University. –
  •  the Director provides effective employee and labor relations consultation within the parameters of applicable laws and university policies & procedures.
  • Proven experience with union contract negotiations.
  • Proactively works successfully with union leadership and shop stewards
  • A desire to form partnerships and working relationships throughout the university.
  • Supervises assigned staff and performs other duties as assigned.

Minimum Job Requirements

  • Bachelor’s Degree required. Master’s degree from an accredited college or university in Human Resources, Industrial Relations, Public Administration, Business or related field preferred.
  • Juris Doctorate Degree preferred.
  • Seven (7) to ten (10) years’ experience in labor/employee relations, labor management, contract negotiations, complaint investigation, human resources required.
  • Experience in government or higher education preferred.
  • Senior Professional Human Resources (SPHR) certification desired.
  • Certification in Labor Relations Management, certified mediator preferred.

Visa Sponsorship: At this time, the University of the District of Columbia does not provide sponsorship for visas (e.g. H-1B). This position is also ineligible for Optional Practical Training (OPT).

Residency Preference: A person applying for a position who is a bona fide District resident at the time of application for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency on or before the effective date of the appointment and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
