Brief Description of Duties

Under general supervision of the Director of the Office of Sponsored Programs and University Compliance, works with faculty and staff from across the university to review proposals prior to submission to sponsors; negotiate research agreements with sponsors; assist faculty in developing budget proposals, and negotiate a portion of the resulting grants and contracts. The Grant Management Specialist contributes to the effective and efficient operation of the office, and provides prompt and seamless assistance to stakeholders both internal and external to the university. The position reports to the Director of Sponsored Programs and University Compliance.

Essential Duties and Responsibilities

  • Developing and reviewing proposal budgets
  • Reviewing all award guidelines and/or sponsor restrictions/requirements and providing guidance to Principal Investigators/University staff to facilitate financial compliance

  • Understanding and applying Federal and District of Columbia regulations governing grants/contracts, sponsor guidelines, and University policies/procedures;
  • Prioritizing work and consistently meeting deadlines; maintaining cooperative working relationships with representatives of sponsoring agencies, Principal Investigators and University administrators and staff
  • Assists in post-award activities including account creation, data analysis and management.
  • Monitors and ensures regulatory compliance for activities including: personnel compensation, order processing, invoices, payment processing, cost transfers, grant closing processes and account closing in accordance with federal, state, institutional, and funding agency regulations, policies, and procedures
  • Working closely with the OCFO to assure compliance with sponsor and University rules, regulations, policies and procedures
  • Coordinating sponsored programs data management process including data collection, data entry, and data quality control activities for OSP reporting functions
  • Reconciling accounts on monthly basis and forwarding send reports to Principal Investigators.
  • Reconciling Time and Effort reports and coordinating cost transfers where applicable.
  • Coordinating and ensuring completion of annual, final, and ad hoc financial and technical reporting requirements.
  • Monitoring sub-Agreements

Minimum Job Requirements

  • Bachelor's degree in relevant area. Master's degree preferred.
  • At least five (5) years of research or sponsored program administration experience related to grants and contracts.

Visa Sponsorship: At this time, the University of the District of Columbia does not provide sponsorship for visas (e.g. H-1B). This position is also ineligible for Optional Practical Training (OPT).

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
