Brief Description of Duties

The Assistant Vice President reports to the Chief Operating Officer and is responsible for implementing strategies to establish and maintain relationships beneficial to the University. This position is expected to understand policy initiatives of federal, state and local governing agencies, private corporate agendas, and the interests of neighborhood and community based groups.  Communicates, elevates and promotes the interests and public image of the University as a Public Higher Education Model of Urban Success. 

Essential Duties and Responsibilities

  1. Develops, leads, and manages the corporate, governmental and community relations programs to successfully address the University’s legislative and regulatory processes and increase initiatives and outcomes for public and private support.
  2. Serves as the President’s designee and leads cross-sector communication with elected and key appointed officials to build, support, and drive the University’s policy and funding agendas.
  3. Engages and builds relationships with internal and external University partners strategizing on key issues; informs and updates legislators, funders, and supporters on issues related to the university and its interests.
  4. Leads with and supports the President, Vice President for Research and the Vice President for Institutional Advancement on short- and long-term innovative strategies and initiatives for cultivating, soliciting, and stewarding a portfolio of prospects for key funding priorities.
  5. Creates outreach strategies for public and private sector entities and builds and creates resources to help the University accomplish its goals and objectives. 
  6. Plans, hosts and attends corporate, private and government events, meetings, hearings, town halls, activities, programs, etc. to support the University’s external relations goals. 
  7. Assists with creating engaging content, marketing strategies and campaigns, and develops position statements to encourage support and advocacy for the University.  
  8. Oversees the analyses of data and/or documents for developing and drafting testimony, reports, fact sheets, talking points, legislative summaries, letters, memoranda, correspondence and other issue-oriented information and supporting materials required to advance legislative initiatives of the University. Prepares a variety of correspondence. 
  9. Provides direct leadership and guidance to staff regarding programs supporting the University’s external relations strategy.
  10. Performs other duties as assigned.                                                           

Minimum Job Requirements

  1. Bachelor’s degree; Master’s degree preferred.
  2. Minimum of 10 years of experience in government relations, external affairs,  or business development, including knowledge of legislative and governmental processes; or
  3. A combination of education and experience, such as 2 years of graduate level education or completion of a law degree, plus 3 years of related experience working with Federal agencies and/or working at a federal agency and/or office is required.
  4. Minimum of 5 years of experience leading, supervising and developing staff.

Visa Sponsorship: At this time, the University of the District of Columbia does not provide sponsorship for visas (e.g. H-1B). This position is also ineligible for Optional Practical Training (OPT).

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
