The University of the District of Columbia, an 1892 Land-Grant university and is the Capital’s only public institution of higher education. The University’s mission and strategic vision support its unique designation as an urban public land-grant and historically black college and university (HBCU). Founded in 1851, the University has a student population of 3,600 and comprises the flagship campus, the University of the District of Columbia-Community College with 21 associate degrees and several certificate programs, and the David A. Clarke School of Law, one of only six accredited HBCU law schools in the nation. Over 200 full-time and approximately 300 adjunct or visiting faculty support students in 81 undergraduate and graduate degree programs in CAUSES, the College of Arts and Sciences, the School of Business and Public Administration, and the School of Engineering and Applied Sciences. UDC continues to transform itself over time to meet the changing needs of its students and the community.

The University of the District of Columbia Community College is seeking a dynamic and innovative leader for its Division of Workforce Development and Lifelong Learning. The Associate Dean of Workforce Development and Lifelong Learning works under the direction of the Dean and provides leadership, vision, and strategic planning for the operation of assigned areas.  The Associate Dean plans, coordinates, and directs, through appropriate staff, the full range of services and activities related to interaction with various constituencies of the University, channeling and focusing most daily and regular operational aspects of workforce development and lifelong learning (WDLL) to include programmatic and administrative services, operations, assessment, and building operations consistent with the mission of the division and UDC.


Brief Description of Duties

Leads all operational aspects of regular WDLL administrative services, operations, assessment, and building operations.


Essential Duties and Responsibilities

  • Participates in and contributes to the maintenance of up-to-date strategic and operational protocols, policies, and division practices. Communicate these protocols, policies, and practices effectively to staff, students, and the broader university community, as necessary.
  • Directs the daily maintenance and operational activities of all UDC-CC WDLL site locations (including virtual learning spaces), including submitting service/work orders, events for school-wide functions, etc.
  • Develops and maintains guidelines and procedures that govern the daily operations, including identifying and implement routines that enhance operational efficiency for the School.
  • Oversees warehouse relationship, including pricing, storage, deliveries, disposal, invoice payment.
  • Ensures all protocols and procedures are followed for new hires and terminated employees.
  • Oversees and manages the safety and security protocols at all locations, including working with Assistant Site Directors, Security team, etc.
  • Supervises all cross-functional Operations staff and directs and monitors the work to ensure consistent service delivery.
  • Supervises Assistant Site Directors for facilities management, IT, Auxiliary Services as well as outside vendors to ensure timely and satisfactory completion of requests.
  • Supervise the maintenance of student and informational records essential to assignments, keys and access cards, and other site and pathway-specific operations.
  • Oversee active space planning, including managing and implementing the space standards, space governance, tracks and reports on space and utilization.
  • Manage space planning and programming for the School, including personnel relocation, maintaining space inventory data; utilizes 25live tool to assist with space planning.
  • Supports the Dean in all aspects of capital projects at the School to ensure projects are delivered on time, on budget, and in specifications.

Records Management:

  • Responsible for managing office services by ensuring office operations and procedures are organized, correspondences are controlled, filing systems are designed, supply requisitions are reviewed and prepared for Dean approval and that clerical functions are properly assigned and monitored.
  • Establish a historical reference for the office by outlining the operational and functional procedure, and policies for protection, retention, record disposal, retrieval, and staff transfers.

Student Support:

  • Provide individualized support to students concerning escalated academic, behavioral, personal, and/or social issues and concerns and in the event of a personal, medical, or family emergency.
  • Assist in the resolution of student behavior concerns, utilizing crisis intervention skills and resources.

Staff Support:

  • Organize ongoing staff training initiatives; develop vital training programs to support students and staff throughout the academic year, encouraging growth and development in all aspects of their position.
  • Communicate verbally and in writing with students, staff, and faculty of the University community.
  • Provides campus-wide leadership, strategic guidance, direction, and/or structure by developing, implementing, and maintaining customer service for all students.

Staff Leadership:

  • Leverages best practices and ensures unified execution and effective engagement, administrative oversight, and operational direction of Building Operations team members (as designated) to meet program objectives, outcomes, goals, and student needs.
  • Serve on departmental committees and task forces, such as case management and the critical incident response team, and be active in interdisciplinary initiatives.
  • Provide direction for strategic, operational, and budget planning processes of the department.
  • Coordinate departmental policies and procedural responses to the emergency, crisis, and unusual situations involving students and/or the campus community.
  • Engage in regular communications with the University community, including executive management, students, faculty, and staff.
  • Create goodwill for the University in service to families of students, visitors, patrons, government officials, community leaders, and the general public. Assist with the cultivation of positive community relations with the satellite sites.
  • Leads and informs the identification, analysis, and prioritization of new and existing initiatives and resource allocation decisions; engage contingency planning to understand effects on the budget, resources, structures, and facilities; develops shared documents, spreadsheets, dashboards, and reports to support and promote effective communications, information sharing and to inform decision-making activities, division-wide.
  • Utilized city-, University, and division-wide technological resources to enhance division-wide efficient and effective operations.

Budget and Finance:

  • Responsible for ensuring office financial and budgetary activities objectives are met by preparing the annual budget for the office, planning the expenditures, analyzing variances, and carrying out necessary corrections that may arise.
  • An essential resource to provide oversight and assistance to development and implementation of the annual budget, including oversight of standard financial true-ups, standard journal entries, Year-end balance reporting, develops and recommends to the Dean re-allocations methodologies, Monitors changes in fund and net asset balances and related budget items that support Workforce Development.
  • Provides oversight and assistance to the Dean for the resolution of complex financial questions and transactions. Provides oversight and serves as a resource to various internal and external department leadership and staff on Contract processing, financial policies, approvals for Journal Entries, expense reports and accounts payable matters.

Minimum Job Requirements

  • Master’s degree from an accredited institution in Education or related discipline.
  • Minimum of five (5) years of community college or four-year university experience, preferred teaching at a university setting in a related instructional area. Proven experience in an administrative or managerial role. Experience in the development and implementation of workforce education programs at the postsecondary level.

Residency Preference: A person applying for a position who is a bona fide District resident at the time of application for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency on or before the effective date of the appointment and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.
