Brief Description of Duties
Incumbent functions as Payroll Specialist in the Office of Human Resources, Office of the President, University of the District of Columbia. This position is responsible for ensuring the accurate and efficient processing of payroll for faculty, staff, and students at the University, while maintaining compliance with all relevant laws, policies, and internal procedures. The primary functions of this role include resolving technical payroll issues, responding to employee inquiries, collaborating with HR to ensure adherence to employment regulations, and overseeing payroll-related reports and special projects. Additionally, the role involves preparing certified time and attendance records, auditing payroll procedures for compliance, and coordinating supplemental payroll processing.
By leading payroll special projects and modernizing payroll processes, this position directly supports the HR function by enhancing operational efficiency and ensuring that payroll systems remain up-to-date and compliant. Through regular interactions with the Office of Pay and Retirement Services and university managers, this role also strengthens the alignment between payroll processes and the broader goals of the University, supporting a seamless and effective workforce strategy. The position reports to the Manager of HRIS, who makes assignments by defining objectives, priorities, and deadlines and assists the employee with unusual situations that do not have clear precedents.
Essential Duties and Responsibilities
- Research and resolve technical payroll issues presented by faculty, staff, students, or external representatives, utilizing knowledge of payroll functions and common problems. Respond to employee inquiries and resolve payroll-related issues promptly.
- Collaborate with HR to ensure compliance with employment laws, regulations, and policies, and maintain regular communication with the Office of Pay and Retirement Services and university managers.
- Prepare certified time and attendance records for submission to the DC Office of Pay and Retirement Services and oversee special reports on payroll totals, leave without pay, holiday pay, overtime, annual leave, and related data.
- Conduct audits to ensure compliance with payroll procedures, internal policies, and resolve any discrepancies or issues.
- Certify and prepare employment verification forms, and review and approve payroll, ensuring all time is approved before the next payroll cycle for both salaried and hourly employees.
- Release payroll checks to authorized personnel for distribution to departments and divisions, and coordinate supplemental payroll processing.
- Investigate and respond to payroll inquiries from employees, supervisors, and internal/external sources.
- Assess training needs for timekeepers, liaise with the University’s General Counsel for pay processing related to settlement agreements, litigation, or labor agreements, and perform other related duties as required.
- Lead payroll special projects, ensuring effective planning, execution, and completion of initiatives aimed at improving payroll systems and efficiency.
- Regularly review and modernize payroll processes, implementing updates and best practices to enhance accuracy, compliance, and overall functionality.
Minimum Job Requirements
- Bachelor’s degree in business, Human Resources, Public Administration preferred.
- Three to five years of payroll experience.
- Certified Payroll Professional (CPP) or equivalent certification

Residency Preference: A person applying for a position who is a bona fide District resident at the time of application for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency on or before the effective date of the appointment and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.
Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.
Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation. The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia. The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
