Brief Description of Duties


The incumbent functions as a Research Officer in the Office of Sponsored Programs (OSP), which is under the leadership of the Vice President for Research and Graduate Programs, within the Office of the Chief Academic Officer. The Research Officer contributes expertise in grantsmanship, research development and related regulatory compliance, budget administration, and partnership development to support a range of OSP functions and UDC strategic research initiatives. Incumbent works under the administrative direction of the Director, Sponsored Programs and Compliance.

Essential Duties and Responsibilities

  • Work in close consultation with UDC Principal Investigators (PI), plans and develops proposal submissions (including statements of work or other responses to solicitation opportunities) to Federal and non-federal sponsors and funding agencies with varying policies, restrictions and deliverables. Functions as university liaison with UDC’s schools/colleges for all grant-writing, editing and processing related activities.
  • Coordinates and processes grant applications and proposal-related requests to ensure proposals for funding are submitted on time and in compliance with internal and external requirements and functions as the university liaison with UDC’s schools/colleges for all grant-processing related activities.
  • Maintains current and accurate data for bio-sketches for UDC faculty, agency templates, university templates and other support resources.
  • Confers frequently with the staff of OSP on proposed terms and conditions, proposed budgets and advances, project periods and award extensions.
  • Works with principal investigators and OSP to prepare pre-award documentation required by sponsors.
  • Follows-up to ensure all Departmental and Institutional approvals are obtained allowing for timely proposal submission, including oversight and processing of Institutional Review Board (IRB) requests.
  • Developments, coordinates and/or conducts university wide training sessions on a variety of sponsored programs topics to encourage the faculty and staff to become proficient with proposal development, grant writing and electronic submission policies and post-award practices.
  • Coordinates and processes grant applications; coordinates with the PI to complete information required for proposal submission, reviews and edits the proposal, reviews funding requirements and monitors compliance with submission deadlines.
  • Coordinates with the PI in the processing of no cost extensions in an appropriate and timely manner.
  • Assists PI in the completion or editing of proposal narratives, initiations and writing of new, non-competing, competing renewal and revised proposals, budget justifications, resources/environment components, bio-sketches, other support and other remaining sections of the proposal required for submission in the Sponsored Programs System.
  • Assigns and assists the Office of Sponsored Programs team in the compiling of copies and originals for submission to funding sources by deadlines.
  • Ensures proposals for funding are in compliance with internal and external policies, routing/signatory, electronic submission and other requirements.
  • Stays abreast of the changes in Federal forms and other agency forms required for submission and reporting requirements.
Other Duties
  • Assists PI in preparation for visits to potential funding agencies.
  • Assists in the preparation and filing required for quarterly and annual reports to funding agencies.
  • Prepares and presents a monthly report of proposal development activity to the Director, Sponsored Programs, and the Office of Grants Administration.
  • Training of faculty in post-award management and responsibilities as a PI for a sponsored award.
  • Performs other related duties as assigned by the Director of OSP and/or the Vice President for Research.

Minimum Job Requirements

  • Two year to four-year degree minimum
  • Minimum of three years’ experience in external business development for extramural funding opportunities,  providing proposal development assistance to principal investigators/proposal applicants.
  • Demonstrated experience in various sponsored program functions to include budget development, research administration, and staff training.
  • Familiar with the Uniform Guidance, IRB protocols, Responsible Conduct for Research, and fiduciary oversight of grant awards.
  • Must possess a level of skills in critical thinking, emotional intelligence, excellent communication skills, proactive in their responses, customer-focused, and the ability to organize work in an environment that is dynamic and ever-changing.

Collective Bargaining Unit (Non-Union): This position is not in the collective bargaining unit.

Condition of Employment:  This is a sponsored program appointment. The duration of this appointment is subject to grant fund availability.

Employment Benefits: Depending upon length of appointment, selectee may or may not be eligible for full benefits such as health and life insurance, annual (vacation) and sick leave and will be covered under the University of the District of Columbia’s retirement plan (TIAA).
