Brief Description of Duties
The Operations Manager serves as a member of the Executive Office of the Chief of Police (EOCOP). The Operations Manager will oversee operations and support services for the Public Safety Department. They will also help to build a police department that prioritizes the well-being of students, staff, faculty, and guests, and embodies the University’s mission by engaging the student community and other partners as co-creators of the campus safety environment. This role is pivotal for the coordination and oversight of all campus policing activities, operating under the direction of the Chief of Police. It focuses on strategic planning, policy development, and management of operational aspects of the university police department. The Operations Manager will collaborate closely with the Chief of Police, integrating strategic initiatives and ensuring the alignment of operations with the university's broader safety and security goals.

Essential Duties and Responsibilities
- Assist in the development and implementation of operational strategies and policies for the campus police, ensuring alignment with the university’s mission.
- Manage the recruitment, training, and development of police and civilian personnel, ensuring exacting standards of professionalism and competency.
- Assist in the adherence to legal, regulatory, and procedural standards in all operations of the campus police.
- Administer the operational budget, optimize resource allocation, and maintain fiscal responsibility.
- Prepare and supervise the public safety staff for all events on the university property. Work in cooperation with university staff, faculty, and visitors regarding all events.
- Assist with coordinating and communicating with various public safety agencies, community organizations, officials, and the public; acts as a liaison with federal, state and local agencies; maintains continuous and frequent communications with fire agencies, law enforcement agencies, hospitals, and emergency medical services agencies for liaison and interpretation of emergency management responses and communications.
- Assist with developing, revising, and implementing various emergency management related plans, including the Emergency Operations Plan and Annexes, Hazard Mitigation Plan, and Continuity of Operations Plan, to ensure compliance with county, state and federal requirements.
- Assist in the development, implementation, coordination, delivery and evaluation of emergency preparedness training and exercises for both internal and external stakeholders.
- Establishing and maintaining relationships with vendors and venues. Managing events and addressing potential problems that may arise.
- Formulates training outlines and determines instructional methods, utilizing knowledge of specified training needs and effectiveness of such methods as individual training, group instruction, lectures, demonstrations, conferences, meetings, and workshops.
- Select or develop training aids, including training handbooks, demonstration models, multimedia visual aids, computer tutorials, and reference works.
- Coordinates or performs administrative functions necessary to deliver and document training programs.
- Evaluates effectiveness of training and development programs and utilizes relevant evaluation data to revise or recommend changes in instructional objectives and methods.
- Consult with the university community to enhance safety awareness and foster collaborative security practices.
- Report regularly on operational activities, challenges, and achievements to the Chief of Police and other university leaders.
- Responsible for attending meetings with the Chief of Police/Director of Public Safety to ensure that management is informed of all incidents and activities.
Minimum Job Requirements
- A degree in law, criminal justice, public administration, or a closely related field is preferred.
- Knowledge of training / teaching techniques for law enforcement and security personnel
- Knowledge of contemporary policing practices, legal compliance, and crisis management preferred.
- Experience in budget management, strategic planning, and policy implementation.
- Excellent written, verbal communication, and interpersonal skills.
- Proficiency utilizing a computer with Microsoft Word and Excel software.
- Ability to exercise total discretion in managing sensitive and confidential information; to work with little or no direct supervision; and to supervise and lead teams of people.
- A proven history in operational leadership roles, preferably within an educational environment.
- Demonstrated ability to effectively lead, manage, and motivate teams in a dynamic and challenging setting.
- Persuasive communication skills, capable of engaging with a diverse range of stakeholders and promoting collaborative initiatives.
- Experience in law enforcement or security management is not required.

Residency Preference: A person applying for a position who is a bona fide District resident at the time of application for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency on or before the effective date of the appointment and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.
