How You Will Contribute: Provide customized services to support, recruitment, selection, onboarding, staffing, and workforce reporting for clients.

Day-to-Day Responsibilities: Serve as the primary point of contact for client groups to establish and execute effective recruitment, onboarding, and staffing strategies and solutions to support the University’s talent management objectives. 
 

Brief Description of Duties

This position is instrumental in establishing effective recruitment pipelines to access top level talent, while delivering timely and effective customer service to their clients to meet the hiring needs of the organization by developing, recommending, and establishing human resources services, programs and procedures, which recognize and respond to the different needs and concerns of assigned schools and colleges. This position will be accountable for engaging with all staff to deliver staffing and talent management services.


Essential Duties and Responsibilities

  1. Lead day-to-day talent management activities (recruitment and staffing) in accordance with laws, policies and procedures for assigned client groups.
  2. Manage staffing and full-cycle recruiting process, including, posting, sourcing and selecting (effectively engaging, pursing, and converting top talent) utilizing existing tools and technology to present qualified candidates to hiring managers for consideration for assigned client groups, and assist in other areas as needed. Attend job fairs, community and/or diversity organizations, colleges, and local employment driven events for presentations, recruiting and promoting our Employer Brand.
  3. Source, network and market our open job opportunities to build a pipeline of qualified candidates and sell the advantages of working for the University of the District of Columbia as the Employer of Choice proactively
  4. Guide management and employee actions by researching policies, procedures, methods, and guidelines; communicating and enforcing organization standards.
  5. Act as liaison in training programs; employee relations, benefits administration, budget, policies and guidelines; equal opportunity employment programs; and employee records and documentation policies.
  6. Maintain confidentiality concerning sensitive personnel information, legal actions, termination and non-renewal documents, and organizational plans.
  7. Consult with department/unit management regarding employee relations and performance management, corrective action and disciplinary process.
  8. Participate and interface with classification/compensation on new or revise existing positions. Communicate with employees and management in the development or revision of job descriptions so they accurately reflect the duties and responsibilities of positions within the University.
  9. Assist in special projects or programs of a varied and complex nature.

  1. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

  1. Bachelor’s degree in Human Resources Management; Business Management; or related field.
  2. At least five (5) years of progressively responsible human resources experience; OR, any equivalent combination of experience, education and/or training.
  3. Experience utilizing applicant tracking systems.
  4. Experience conducting phone and in-person interviews.

Visa Sponsorship: At this time, the University of the District of Columbia does not provide sponsorship for visas (e.g. H-1B). This position is also ineligible for Optional Practical Training (OPT).

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
