Brief Description of Duties

The Applications Developer, Team Lead will serve as a development Banner application and business data expert. The position requires hands-on expertise with Banner systems including Banner Job Submission, posting, data imports, data exports, baseline and modified C Programs, shell scripts and other Banner related processes as well as in-depth knowledge of functional business processes in the Finance, Student, Admissions and Financial Aid modules. This includes the ability to appropriately correct Banner Finance issues, develop and process data files and API imports/exports between non-Banner systems. The Applications Developer, Team Lead will need to create advanced Oracle SQL scripts and reports to analyze and validate data then create advanced PL/SQL programs to manipulate the data and capture exceptions.  The programmer will develop robust and automated processes to translate, import and export data between Banner and external systems using delimited TXT,XML and other files, Banner and external APIs and Web Services.  The position requires a strong analytical mindset, advanced Oracle SQL and PL/SQL expertise.

 Reporting to the Director of Enterprise Applications, the Applications Developer, Team Lead will assist Oracle Banner DBAs with Banner infrastructure projects, take the lead in Banner customizations, data integrations and provide technical training and documentation for other programmers and power users.   This position requires experience, organization, creativity and attention-to-detail. As a subject matter expert, the Applications Developer, Team Lead is expected to have an excellent teamwork mindset along with superior training skills and a willingness to learn from other subject matter experts in order to achieve the best possible solution and raise the collective knowledge of our information systems staff.

Essential Duties and Responsibilities

  • Provides technical development support for Banner Finance, Financial Aid, Student and related systems. Able to quickly learn and adapt to other Banner modules.
  • Works closely with technical and non-technical users to define requirements, resolve issues and create advanced PL/SQL programs to manipulate data.
  • Analyze end-user functions to develop scripts, programs and dashboards to automate processes.
  • Create, develop, troubleshoot, diagnose, repair, and maintain current data integrations between Banner and 3rd-party applications.
  • Work through all phases of program development, from analysis, design and code phase through the end-user training phase and post-release modification phase. Develop complete, meaningful documentation.
  • Assist Banner DBAs with Banner infrastructure projects, take lead roles in customizations, data integrations and provide technical training and documentation for other programmers and power users.
  • Complete special projects as assigned.

Minimum Job Requirements

  • Bachelor's degree, preferably in computer science or business, or equivalent training and applied experience.
  • Ellucian Banner development experience required, former Ellucian employee preferred.
  • Six (6) years of progressively responsible computer programming and analysis experience.

Visa Sponsorship: At this time, the University of the District of Columbia does not provide sponsorship for visas (e.g. H-1B). This position is also ineligible for Optional Practical Training (OPT).

Residency Preference: A person applying for a position who is a bona fide District resident at the time of application for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency on or before the effective date of the appointment and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
