Brief Description of Duties


The Office of Strategic Sourcing and Procurement (OSS&P) is the supply chain management arm of the University that procures quality, cost-effective goods and services for the University community. The office is dedicated to providing ethical, customer-oriented service and implementing best practices in every procurement. The incumbent provides program support and assistance in conducting complex studies, research, analysis, and project management. The incumbent is responsible for the factual accuracy of projects, reports, and research and must have considerable knowledge of the University of the District of Columbia’s (UDC) procurement process.

Essential Duties and Responsibilities

The Management Analyst will maintain thorough knowledge of OSS&P processes and procedures and various operations and functions, and more specifically will apply that along with a high degree of qualitative and quantitative analytical skills to analyze, evaluate, and improve the efficiency of internal administrative operations. The incumbent will participate on task forces, surveys, and studies to determine the adequacy of existing program policies and procedures.

  • Process and manage various contractual activities; data collection; and tracking, reporting, designing, and implementing reports.
  • Formulates new program management standards and analytical approaches.
  • Prepares oral and written reports and presentations.
  • Prepares graphs and charts that present clear, concise, and effective analytical results of evaluations and studies performed.
  • Participates in the design, development, and maintenance of databases to facilitate access to University data and enhance analysis of information for the Director’s decision-making process.
  • Develops, collects, distributes, receives, and controls data from a variety of sources, checking statistical data for errors and solving problems relating to data analyzed.

Minimum Job Requirements

  • Bachelor’s Degree desirable from an accredited college or university with a preferred major in Business Administration, or related field that includes the following course work: semester hours in Purchasing and Materials, Manage Contract Administration, and Contract Negotiation. Master’s degree with a major in Business Management and/or Administration is desirable.
  • Microsoft Access and Excel data management experience required.

Visa Sponsorship: At this time, the University of the District of Columbia does not provide sponsorship for visas (e.g. H-1B). This position is also ineligible for Optional Practical Training (OPT).

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
