Number of Vacancies: 1 This role exercises a high degree of independent judgment, discretion, and decision-making authority in managing complex construction and professional services procurements that include planning, solicitation development, contract award, administration, performance management, and closeout. The Director is accountable for ensuring transparency, integrity, fiscal stewardship, and compliance throughout the contracting process, while balancing operational, financial, and project delivery objectives. Work is subject to periodic audit and review for compliance and effectiveness. The Director supervises contracting and procurement staff and is responsible for establishing priorities, directing work activities, and promoting continuous improvement in contracting and procurement processes. This position is distinguished by its strategic scope, leadership responsibilities, and authority in managing the University's most complex and mission-critical capital and facilities contracting initiatives. Essential Duties and Responsibilities 1. Strategic Capital and Facilities Procurement Planning and Procurement LeadershipProvides strategic leadership for the University's facilities procurement, construction contracting, and professional services related to capital and facilities procurement functions. Develops long-range capital and maintenance procurement strategies that align with institutional priorities, optimize operational performance, and ensure effective stewardship of university resources and assets. Evaluates industry trends, market conditions, and emerging technologies to support informed decision-making and continuous improvement. 2. Facilities Procurement, Strategic Sourcing, and Contract Award Directs the procurement of facilities maintenance services, construction projects, architectural and engineering services, utilities, equipment, furnishings, custodial services, grounds maintenance, security systems, building systems, and other operational support requirements. Leads strategic sourcing initiatives, develops procurement schedules and solicitation strategies, oversees competitive bidding and proposal processes, establishes evaluation criteria, and recommends contract awards that provide best value while ensuring compliance with applicable regulations and university policies. 3.Contract Negotiation, Capital Project Delivery, and Facilities Operations Oversight Leads negotiations for construction, facilities maintenance, service, and professional consulting contracts to achieve favorable pricing, service levels, and contractual protections. Oversees contract administration from award through project completion and closeout, including change order management and performance monitoring. 4.Contractor Performance, Compliance, Risk Management, and Asset Stewardship Establishes performance standards and accountability measures for contractors, consultants, suppliers, and service providers supporting facilities and construction operations. Monitors contract compliance, service delivery, project performance, and adherence to regulatory requirements. Identifies deficiencies and recommends corrective actions to mitigate risk, improve contractor performance, protect university assets, and ensure responsible management of public funds. 5. Stakeholder Engagement, Organizational Development, and Customer Service Excellence Builds strong collaborative relationships with university leadership, faculty, staff, students, government agencies, suppliers, and community partners to ensure facilities and procurement objectives are achieved. Leads procurement and facilities personnel through training, mentoring, succession planning, and performance management initiatives. Promotes a customer-focused service culture, oversees records management and reporting functions, and leads special projects and continuous improvement efforts that enhance organizational effectiveness.
