Brief Description of Duties

The Contract Specialist
handles the contracting and procurement of various items/services including construction services, construction related services, construction management services, goods and services, A&E services, and specialized equipment services.  This position is located in The Office of Strategic Sourcing and Procurement (OSS&P) at the University of the District of Columbia.

Essential Duties and Responsibilities

1. Responsible for pre-award and post-award functions involving specialized procurement of importance to the university.

2. Coordinates procurement plans.

3. Develops procurement objectives for the program in terms of competition and price range; constructs the contractual vehicle including use of pricing arrangements, subcontracting policy, and similar considerations.

4. Prepares and maintains current acquisition plans, appropriate milestone charts and related schedules.

5. Develops plans and contractual strategies for the acquisition program, including overall goals and methods to achieve them.

6. Identifies the level and type of services to be provided, particular groups or individuals to be contacted, acceptable results, and alternative courses of action.

7. Develops a pre-negotiation position, determines the types of contracts and negotiation authority to be used, prepares justifications and ensures the plans are implementation.

8. Serves as advisor to program officials in procurement planning meetings.

9. Advises program officials of the procurement objectives and assists in the preparation of statements of work.

10. Prepares determinations, findings and solicitation documents.

11. Performs analyses of all elements of cost in contractor proposals and makes competitive range determinations.

12. Conducts pre-proposal conferences with prospective contractors to arrive at a clear understanding of what is required under the proposed contract.

13. Issues necessary amendments to clarify questions concerning such topics as: specification changes, language ambiguities, or clarification of contract clauses.

14. Explores new and innovative contracting approaches to arrive at an equitable contract arrangement.

15. Serves as lead negotiator, plans the negotiation strategy, coordinates strategy with negotiation teams, and leads the negotiations which are conducted with contractors to develop the contract, prices and terms and awarding the contract.

16. Analyzes and reviews the procurement process to assure that proper procedures are followed and recommends changes in the process which will improve procurement activities.


Minimum Job Requirements

1. Bachelor’s degree
2. A minimum of three years of related experience.
3. Certification in public purchasing is preferred.

Collective Bargaining Unit (Union): This position is in the collective bargaining unit represented by AFSCME local 2087 and you may be required to pay an agency service fee through direct payroll deduction.

Visa Sponsorship: At this time, the University of the District of Columbia does not provide sponsorship for visas (e.g. H-1B). This position is also ineligible for Optional Practical Training (OPT).

Residency Preference: A person applying for a position who is a bona fide District resident at the time of application for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency on or before the effective date of the appointment and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.

 

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
