Brief Description of Duties

Reporting to the Director, Office of Compliance and Risk Management, the Compliance Officer (Title IX Coordinator) holds primary responsibility for developing and implementing all university-wide policies and programs related to compliance with Title IX of the Educational Amendments Act of 1972. Duties include managing and/or conducting independent, objective, and timely investigations involving allegations of sexual and gender harassment, discrimination, and sexual misconduct. The Compliance Officer (Title IX Coordinator) will also develop and deliver training programs for a diverse university community and will be expected to exhibit leadership as a subject matter expert by providing recommendations across university colleges and offices.

Essential Duties and Responsibilities

The Compliance Officer (Title IX Coordinator) will be the primary, day-to-day point of contact for all university programs, activities, training, investigations, and reporting related to gender and sexual discrimination, harassment and misconduct. The position will be responsible for immediately responding to Title IX allegations from various internal and external sources.
Specific responsibilities include:

  1. Serve as primary resource and subject matter expert for all internal and external concerns and questions related to sexual misconduct, sexual harassment, and gender-related violence including stalking and intimate partner violence involving students, faculty and employees.
  2. Serve as intake officer, manage resources, and lead/conduct prompt, thorough, and impartial investigations in response to direct and indirect complaints of sexual misconduct, harassment, and violence identified through a variety of university offices, including the Office of Talent Management and Campus Police.
  3. Review, revise, and develop all university Title IX, gender and sexual discrimination, harassment and misconduct policies and practices to ensure compliance with the most recent and applicable federal and local regulations and guidance.
  4. Prepare and deliver all Title IX, gender and sexual discrimination, and sexual misconduct training materials and presentations to the university community.
  5. Develop and manage written and online content/materials, to be broadly and publicly distributed, related to Title IX, gender discrimination and sexual misconduct regarding university policies, code of conduct, campus awareness, and reporting resources.
  6. Prepare recommended actions and summary materials to support complaints, appeals, and other legal actions involving Title IX investigations, hearings, and when necessary, immediate or interim measures, to ensure protection and due process to all parties.
  7. Summarize and present findings, supporting materials, and case logs to senior officials

Minimum Job Requirements

  • Juris Doctor (JD) or Master’s Degree in a relevant field and at least four years of professional experience conducting investigations, developing policies, and training materials pertaining to Title IX, sexual harassment, and/or sexual and gender-related misconduct in a higher-education setting or other related field.

Visa Sponsorship: At this time, the University of the District of Columbia does not provide sponsorship for visas (e.g. H-1B). This position is also ineligible for Optional Practical Training (OPT).

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
