Brief Description of Duties

The University of the District of Columbia is seeking an energetic, collaborative team player to serve as a HR Specialist. The HR Specialist is the primary HR business partner delivering high quality, value-added HR services to assigned units, management, and employees. The Incumbent serves a critical role in the University's success to meet its strategic and operational objectives through talent. The successful candidate must be highly knowledgeable about all aspects of the employment life-cycle, HR functions, applicable laws, and regulations, with demonstrated expertise in recruitment and staffing. The successful candidate must have excellent relationship building and people skills, demonstrated ability to work effectively in a fast-paced, dynamic growth environment, have strong organizational and time management abilities, great attention to detail, and a proven ability to manage multiple projects with quality results effectively.

Operating within the Office of Human Resources (a centralized team supporting operational and academic units within the University), the HR Specialist is a human resources generalist who is responsible for delivering high-quality human resource management services with a primary focus on recruitment and staffing. The Incumbent is responsible for creating and driving effective staffing strategies and building talent pipelines. The HR Specialist provides support to all HR areas including benefits, payroll, HRIS and employee and labor relations. Delivers timely and effective customer service to meet the staffing and hiring needs of the University. Serves as the conduit and primary liaison to assigned units to ensure success and support of the employment lifecycle.


Essential Duties and Responsibilities

  • Leads day-to-day human resources activities within assigned units in accordance with laws, policies, and procedures.
  • Manages and implements an innovative program of full-cycle recruiting and staffing, including sourcing, selecting, and position management to fill vacant positions; Attends employment events and job fairs for presentations, recruiting, and promoting the UDC Employer Brand.
  • Utilizes existing tools, and technology, including social media, to source, evaluate, interview, and present a slate of qualified candidates to hiring managers for consideration.
  • Manages unit staffing data to include position management, budget allocations, and advises units on position types, staffing plans, high-level position classification, and compensation.
  • Leads onboarding, off-boarding, and other recruitment and staffing actions; Serve as the primary liaison between new hires and their manager, and between HR sections and organizational units.
  • Prepares and executes various personnel transactions involving record-keeping, processing new hires, pay administration, and payroll supports; Ensures data accuracy in all personnel transactions.
  • Provides consultation, advice, and support to units in all areas of HR services including but not limited to employee and labor relations, performance management, training and development, benefits administration, payroll, and HRIS; Assists and supports all HR areas as needed.
  • Serves as an advisor to assigned units, providing resources, policies, procedures, and guidelines to support the UDC workforce; Communicates and enforces organization standards.
  • Maintains confidentiality concerning sensitive personnel information, legal actions, termination and non-renewal documents, and organizational plans.
  • Provides recommendations to the Human Resources leadership on workforce patterns and trends, training, and development opportunities.
  • Advises and works with employees and managers to develop or revise job descriptions, so they accurately reflect the duties and responsibilities of positions within the University; Works closely with classification and compensation specialists on selected projects and tasks.
  • Updates and maintains knowledge of HR-related trends, legal changes, past practices, and emergency practices by attending conferences and educational workshops, reviewing professional publications, and establishing professional and personal networks.
  • Assists in special projects or programs of a varied and complex nature.

  • Performs miscellaneous job-related duties as assigned.

Minimum Job Requirement

  • Bachelor’s degree in Human Resources Management; Business Management; or related field required.
  • At least five years of progressively responsible human resources experience in high volume organizations.
  • Experience utilizing applicant tracking systems, staffing databases, HRIS systems, Proficient in MS Office Suite, and other technologies. 
  • Higher Education experience preferred
  • SHRM certification (CP, SCP, PHR, SPHR) desired.

Visa Sponsorship: At this time, the University of the District of Columbia does not provide sponsorship for visas (e.g. H-1B). This position is also ineligible for Optional Practical Training (OPT).

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
