Brief Description of Duties

The Budget and Grants Manager of the College of Agriculture, Urban Sustainability and Environmental Sciences (CAUSES) of the University of the District of Columbia, reports directly to the Dean of the College & Landgrant Programs and plans, coordinates, implements and analyzes a full range of financial services in support of the academic and landgrant programs in CAUSES. This includes: planning and establishing the annual budget as directed by the Dean; monitoring the annual operating budget, revenue accounts and grants; establishing spending plans; issuing reports; analyzing and tracking purchases. The incumbent will work closely and cooperatively with the Dean of CAUSES, the Associate Deans, Department Chairs, Landgrant Center Directors, and other staff; s/he must be a team player, work effectively and efficiently, and perform duties with independence, initiative, and reliability, and maintain strict confidentiality. S/he must work well under the pressure of deadlines and be familiar with (or familiarize themselves with) the regulations, policies and procedures for finance and purchasing as established by USDA, CAUSES, the University, and District of Columbia Government.


Essential Duties and Responsibilities

  • Plans, organizes, and coordinates a range of financial services essential to the efficient and effective planning, implementation and monitoring of budget, grants, procurements, and revenue accounts.
  • Prepares reports and spending plans and works closely and collaboratively with the Dean & Director of Landgrant Programs to establish unit budgets for the academic and land-grant programs in CAUSES, for special initiatives, and grants.
  • Monitors budgets and spending plans, identifies discrepancies, brainstorms ideas, and identifies strategies for continuous improvements.
  • Maintains financial control systems to ensure accountability and compliance to ensure that the requirements of the U.S. Department of Agriculture, the District of Columbia Government, and other private and public sector sponsors.
  • Monitors quarterly budgets and provides regular budget reports to avoid overspending and ensure the full and effective use of annual operating funds and grant funds.
  • Works with the Office of Finance to ensure proper credit to accounts and expedient and accurate issuance of reports according the reporting requirements of program sponsors and funding agencies.
  • Monitors procurements of goods and services to ensure spending plans for academic and landgrant programs are met, and works cooperatively with the Associate Dean of Landgrant programs to resolve possible discrepancies and ensure the efficient processing of procurements.
  • Works collaboratively with the University’s Office of Finance to monitor financial information, and serves as liaison with other University offices for matters related to financial management, monitoring, and reporting,.
  • Serves as backup purchaser and transaction reviewer for UDC Procurement Card for Landgrant programs.
  • Supervises,supports and trains the Budget & Grants Associate and other support staff in financial matters.
  • Directs Student Internship enrollment process and payment processing.
  • Prepares and submits yearly USDA grant applications for all Langrant programs.
  • Serves as College HR Liaison, manages recruitment process, monitors time entry and other human resources processes.
Other Duties
  • Works closely with Dean, Associate Deans, Program Managers, Chairs, Directors to ascertain budgetary and procurement needs for programs, projects, and activities in support of academic, research, and outreach programs. '
  • Prepares financial, expenditure, and invoicing reports for review by the Dean.
  • Performs other duties as assigned including special assignments related to the areas of responsibility as well as the needs of the college. 

Minimum Job Requirements

1. Bachelor’s degree in Finance, Accounting, or a Business related field; Master’s degree or CPA preferred.
2. Minimum of 5 years of progressive experience in budget and financial management and analysis.

Residency Preference: The Residency Preference Amendment Act of 1988, D.C. Law 7-203, created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
