Brief Description of Duties

Incumbent functions as the Director of Financial Aid in the Office of Student Affairs at the University of the District of Columbia. The Director, Financial Aid works under the administrative direction of the Vice President of Student Affairs.  Directions are stated in terms of broad policy objectives and activities, and are expected to be performed independently.

Essential Duties and Responsibilities

  • Plans, organizes, and executes the overall management and supervision of the Student Financial Aid Office and evaluates the performance of assigned staff members. 
  • Sets the vision and mission for the office which is consistent with the University’s strategic plan, mission and goals.
  • Manages the administration of grants, loans, scholarships, as well as federal work-study programs, which awards financial aid packages to new and continuing students in compliance with University policies and procedures, and assures compliance with federal and state regulations.
  • Directs and supervises the definition, formulation, development and interpretation of Federal (and other) student financial assistance programs' policies, regulations and guidelines. These programs include, but are not limited to, Federal Pell Grant Program, campus-based aid program (Federal Supplemental Educational Opportunity Grant, Federal Work-Study and Federal Perkins Loan), William D. Ford Federal Direct Loan and District of Columbia Leveraging Education Assistance Program (LEAP).
  • Ensures accurate, timely and consisting awarding of student financial assistance    funds.
  • Supervises the resolution of student financial aid problems and recommends solution options designed to most effectively these issues.
  • Determines and ensures timely notification to students about their eligibility for aid, type of assistance (grant, loan, scholarship) and amount of financial aid awarded.
  • Plans and determines priorities for project assignments for subordinate staff to develop and implement.
  • Develops, implements and executes student financial aid procedures and coordinates these functions with all relevant university offices.
  • Directs the preparation and maintenance of a variety of narrative and statistical reports required by the university, as well as external agencies.
  • Prepares, monitors and implements financial-aid related budgets in accordance with stated guidelines.
  • Maintains close coordination with appropriate professional organizations representing the higher education community, district and local scholarship agencies, private and public institutions supporting higher education, to ensure that students have access to and knowledge of a wide-range of financial assistance options.
  • Ensures that policies and procedures in the office are administered in accordance (and consistently) with university, Federal and District standards.
  • Keeps abreast of current Federal regulations and guidelines pertaining to student financial assistance programs.
  • Initiates strategies to more fully automatic the execution of student financial assistance processes.
  • Identifies and develops staff training needs and then provides (or makes provisions) for indicated development and training.
  • Evaluates staff performance.
  • Plans and implements informational student aid workshops.
  • Evaluates the effectiveness of the university's financial assistance programs and conducts special studies designed to identify areas in need of improvement. In this regard, initiates necessary corrective actions and designs systems to provide for effective controls of operations.
  • Uses the web-based systems to implement financial assistance program functions and          stays abreast of current amendments or trends in the field.                                              
  • Serves as a key member of the enrollment team (admissions, registrar, business, information technology and other executive offices) which assists senior officials in the design of financial aid policies and institute systems to implement policies.
  • Develops annual reports, conducts audit reviews, plans and manages the office budget.
  • Oversees the university’s Satisfactory Academic Progress policy for financial aid.
  • Evaluates the effectiveness of the university's financial assistance programs and conducts special studies designed to identify areas in need of improvement. In this regard, initiates necessary corrective actions and designs systems to provide for effective controls of operations.
  • Meets with prospective students and families regarding the eligibility for awards.
  • Oversees the development of office technology to support the mainframe, financial aid software and related programs which impacts the funding of aid to students.
  • Performs other related duties as assigned.
 

Minimum Job Requirements

  • Bachelor’s degree required; Master’s degree preferred.
  • Ten years of financial aid experience, five years of which must have been in leadership role.

Visa Sponsorship: At this time, the University of the District of Columbia does not provide sponsorship for visas (e.g. H-1B). This position is also ineligible for Optional Practical Training (OPT).

Residency Preference: A person applying for a position who is a bona fide District resident at the time of application for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency on or before the effective date of the appointment and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
