Brief Description of Duties

Reporting to the Director of Learning Technology, the Learning Technology Specialist position supports the work of the Center for the Advancement of Learning through the development and troubleshooting of learning technology. The incumbent will serve as the University of the District of Columbia’s Learning Management System Administrator and will work closely with academic departments and other stakeholders to evaluate, test, and implement building blocks for existing and emerging technology. The incumbent will also develop course authoring tools, build course shells, maintain documentation, and provide technology related training and support. The incumbent will work with leadership to develop metrics and collect data to evaluate learning experience, ensure quality, and implement continuous improvements. Work is performed under administrative supervision of the Director of Learning Technology - Center for the Advancement of Learning (CAL). Job responsibilities include the following:


Essential Duties and Responsibilities

  • Responsible for day-to-day system administration, maintenance, troubleshooting and utilization of the institution’s Learning Management System.
  • Identify solutions to increase interactivity of digital content, and implement selected solutions for on-campus, online, and blended courses.
  • Collaborates with team administer, plan, test, and schedule new Learning Management System releases that include service packs, system updates, upgrades, building blocks, and helpdesk support portal (Parature).
  • Coordinates the incorporation of new technologies to the institution’s Learning Management System in accordance with established academic quality standards, policies, and guidelines.
  • Perform functional decomposition and design, implement, and support front-end and back-end software modules.
  • Identify technical problems with access to course materials and supported technology infrastructure, take ownership for immediate corrective actions, and oversee problem resolutions.
  • Organize and ensure continuous course monitoring and timely support for students and faculty when using online course modules and delivery systems to provide an uninterrupted learning experience.
  • Analyze feedback from faculty, students, content developers and support staff to improve reliability and performance of online course components, content authoring tools, and delivery systems.
  • Demonstrate initiative and develop expertise to select, evaluate, configure, and support educational technologies used in residential, online, and hybrid programs. Maintain technical documentation.
  • Collaborates with staff in drafting training programs, work plans, and instructional technology support including web-based and interactive video-based courses.
  • Requires a work schedule including nights, weekends, and holidays on-call and offers remote work.
  • Other duties as assigned.

Minimum Job Requirements

  • Bachelor’s degree in Computer Science/Information Technology or closely related field education or technology—or an equivalent combination of education and work experience.
  • Basic understanding of instructional design principles, practices, and/or theories.
  • Understanding of distance learning.
  • Experience using a variety of technology tools to create multimedia content (e.g., Adobe Creative Suite, Articulate, Camtasia, Captivate)
  • Experience building courses for clients; preferably in a higher education environment.
  • Experience must include the following: developing and supporting information systems and integrating software and hardware components; HTML, CSS, JavaScript, Python, web services, and project management.
  • Three years of experience in higher education in information systems management and information technology planning experience, preferably four years with LMS experience.

Visa Sponsorship: At this time, the University of the District of Columbia does not provide sponsorship for visas (e.g. H-1B). This position is also ineligible for Optional Practical Training (OPT).

Residency Preference: A person applying for a position who is a bona fide District resident at the time of application for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency on or before the effective date of the appointment and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation.  The determination of a "satisfactory background investigation" is made at the sole discretion of the University of the District of Columbia.  The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
